RECOMMENDED ACTION

1. Approve and authorize the City Manager to execute a License and Use Agreement with Menifee Santa’s Workshop for the limited use of a portion of Retired Fire Station 5 located at 28971 Goetz Road.

DISCUSSION
Established in 2005, Menifee Santa’s Workshop (Santa’s Workshop) is a local non-profit organization that partners with other public agencies, community, and service organizations to provide backpacks, school supplies, clothing, sports equipment, science and craft kits, and holiday gifts to children from low-income families served by the Menifee Valley Community Cupboard or attending schools within Menifee Union and Romoland School Districts. The organization is currently occupying space at the Menifee Valley Elementary School site for the storage of donated items. However, due to the planned facility renovations, the school is no longer a viable option. Santa’s Workshop will need to relocate their donated items stored at the school by June 2026.

On March 18, 2026, representatives from Santa’s Workshop attended the Council Meeting to seek approval from the City to utilize a portion of Retired Fire Station 5 located in the Quail Valley area. Because the building is currently vacant and not planned for immediate City use, the limited storage arrangement provides a temporary community benefit while preserving the City’s ability to reclaim the facility if needed. After thorough discussion, City Council recommended staff establish a License and Use Agreement between the City and Menifee Santa’s Workshop for the limited use of the facility.

If approved, the agreement would be effective for 12 months and grant Menifee Santa’s Workshop limited access to the garage and storage area of Retired Fire Station 5 for the sole purpose of

storing donated items. Access to the site would be restricted to designated program volunteers for periodic delivery, inventory, and retrieval of items throughout the year. Based on the limited nature of the use, climate control and access to other site amenities, such as restrooms, would not be necessary. The retired facility is being made available solely for storage purposes and is not intended for regular occupancy or public use. The building is not staffed and is not equipped with surveillance equipment beyond existing alarm systems. Under the proposed License and Use Agreement, the facility would be provided on an “As-Is” basis, and Menifee Santa’s Workshop would assume responsibility for its use of the site, including maintaining appropriate property and liability insurance and indemnifying the City.

FISCAL IMPACT
The fiscal impact associated with leasing a portion of Retired Fire Station 5 would be limited to minor facility improvements, including securing door and access points, at an estimated cost of approximately $2,000. No additional budget appropriation is necessary, as these costs, along with staff time associated with preparing and administering the lease agreement and coordinating site access, can be accommodated within the Community Services Department’s Fiscal Year 2025/2026 adopted budget.
