CITY OF MENIFEE
SUBJECT: Bid Award and Agreement with Riverside Construction Company, Inc. for Construction Services for the McCall Blvd Widening Project
MEETING DATE: May 6, 2026
TO: Mayor and City Council
PREPARED BY: Diego Guillen, Senior Engineer
REVIEWED BY: Nick Fidler, Public Works Director
APPROVED BY: Armando G. Villa, City Manager

RECOMMENDED ACTION

1. Award bid and authorize the City Manager to execute a Contract Services Agreement with Riverside Construction Company, Inc. for construction services for McCall Boulevard Widening Project, Capital Improvement Program (CIP) Project No. 22-03, located east of the I-215 freeway along McCall Boulevard between Oakhurst/Hospital Way and Junipero Road, in a total not-to-exceed amount of $4,262,584.00.

DISCUSSION
The McCall Boulevard (Blvd) Widening Project, CIP Project No. 22-03 (Project), is located between Oakhurst Avenue and Junipero Road. The existing roadway consists of two lanes for approximately half a mile before expanding to a four-lane roadway. There is a need for additional vehicle lanes to support current and future traffic volumes due to the increased residential and commercial development in the area. Under the City’s General Plan, this segment of McCall Boulevard is designated as an arterial roadway that would ultimately provide six vehicle lanes.

The Project would widen the existing two-lane road to a four-lane corridor and establish horizontal and vertical alignments to meet the requirements of the California Highway Design Manual and City standards. The Project is currently in the construction award phase.

On April 9, 2026, an electronic bid opening was held following the administration of a formal competitive bid process for construction services for the Project. The bid opening resulted in the receipt of seven bid submissions, as summarized in Table 1 on the following page.
