CITY OF MENIFEE
SUBJECT: Agreement Amendment with NV5 Engineering for the Murrieta Road Bridge Over Salt Creek Project
MEETING DATE: May 20, 2026
TO: Mayor and City Council
PREPARED BY: Diego Guillen, Senior Engineer
REVIEWED BY: Nick Fidler, Public Works Director
APPROVED BY: Armando G. Villa, City Manager
-------------------------------------------------------------------------------------------------------------------------------

RECOMMENDED ACTION

1. Approve and authorize the City Manager to execute Amendment No. 3 to the Professional Services Agreement with NV5 Engineering, for the Murrieta Over Salt Creek Project, Capital Improvement Program (CIP) Project, increasing the amount by $172,872, for a total agreement amount not-to-exceed $1,951,263, and extending the term of the agreement through June 30, 2027; and

2. Adopt two budget amendment resolutions appropriating $172,872 for the transfer out of the Menifee Valley Road and Bridge Benefit District (RBBD) Fund 2415 and the transfer in and expenditures within the Capital Projects Fund 4320 to the Project account.

DISCUSSION
The Murrieta Road Bridge Over Salt Creek CIP Project 23-01 (Project) is located along Murrieta Road, between Park City Avenue and Camino Del Sol Norte. The Project would widen approximately 2,100 linear feet of the existing two-lane roadway into a four-lane roadway and bridge spanning the length of Salt Creek, approximately 450 linear feet. The Project would include pedestrian sidewalks, architectural features, and a signalized trail crossing, as well as curb and gutter, Americans with Disabilities Act (ADA) ramps, street lighting, and drainage improvements.

Murrieta Road at the Salt Creek is identified as a flood-prone area in the City’s Local Hazard Mitigation Plan. The Project would also elevate the roadway surface above the 100-year floodplain elevation, eliminating the need to close the roadway during major rain events and improving emergency response time. This Project would also address existing traffic congestion between Newport Road and the future Valley Boulevard connection just north of Salt Creek.

On February 1, 2023, the City Council approved a Professional Services Agreement (Agreement) with NV5 Engineering (Consultant) to provide civil design, plans, specifications, and estimate (PS&E) services for the Project. Staff make every effort to carefully study and anticipate the extent of the scope of work required to achieve project goals; however, external agency requirements and unforeseen conditions can arise as a Project of this magnitude progresses through the design phase.

Murrieta Road currently crosses Salt Creek and will need to be raised by approximately eight to ten feet to ensure the roadway meets 100-year floodplain requirements. This vertical adjustment required to the roadway would ultimately affect existing drainage inlets, curb, gutter and sidewalk improvements located 533 feet north of the future Valley Boulevard and Murrieta Road intersection. Additional design services are required to ensure drainage from the bridge safely and effectively flows from the Project area and appropriately connects to the existing drainage improvements immediately north of Project.

The design plans for this additional area were not part of the Consultant’s original scope of services. Amendment No. 3 to the Agreement includes additional engineering support and design services required to complete the additional design and plans. A summary of the Agreement activity for the Project to date is included in Table 1 below.
