2. Approve and authorize the City Manager to execute a Memorandum of Understanding with the City of Wildomar regarding cost sharing for the Scott Bundy Canyon Resurfacing Project in a total not-to-exceed amount of $430,657.70.
DISCUSSION
Background
Scott Road is a highly traveled east-west roadway that provides connectivity from State Highway 79/Winchester Road, crosses over Interstate 215 (I-215), transitions into Bundy Canyon Road west of Murrieta Road, and continues through the City of Wildomar (Wildomar) to Interstate 15. A portion of the Scott/Bundy Canyon roadway exists within City limits from Briggs Road at the City’s eastern limit and extends to Sunset Avenue at the western limits.
The City has a future planned Scott Road Bundy Canyon Widening Capital Improvement Project No. 20-01 to widen Scott/Bundy Canyon Road from two to four lanes between Haun Road and Sunset Avenue which is still early in the design phase. The City was recently notified of a planned resurfacing project in Wildomar that would resurface Scott/Bundy Canyon roadway west from the City limits at Sunset Avenue. The current condition of City’s portion of Scott/Bundy Canyon roadway between Murrieta Road and Sunset Avenue is deteriorating and in need of continual maintenance due its age and high frequency of use. Resurfacing this section of roadway ahead of the planned CIP project would provide an interim solution to improve the existing roadway condition and reduce ongoing costs and staff efforts currently required to maintain it.

Memorandum of Understanding
City staff have coordinated with Wildomar to review options for having the portion of Scott/Bundy Canyon between Murrieta Road and Sunset Avenue resurfaced by the Contractor in conjunction with Wildomar’s project, and as shown in the attached Project Location Map. Partnering with Wildomar for roadway improvements would result in cost and time savings for the City in that competitive bidding has already been completed, Contractor mobilization costs are shared, and traffic impacts for construction would be experienced for a single project, not separate projects at different times.
On February 10, 2026, and following a formal competitive bid process in compliance with applicable California Law, the Wildomar City Council awarded a resurfacing contract to All American Asphalt (Contractor) for the Scott Bundy Canyon Resurfacing Project. The proposed Memorandum of Understanding Regarding Cost Sharing for Scott Bundy Canyon Resurfacing Project (MOU) would incorporate the City’s roadway section to be resurfaced by the Contractor in conjunction with Wildomar’s recently awarded project. If approved, Wildomar’s Contractor would perform resurfacing work in the City utilizing the competitively bid unit prices established under the Wildomar Contract and the City would reimburse Wildomar for all costs associated with work performed within the City in accordance with the terms and conditions set forth in the MOU.
The City’s portion of Scott/Bundy Canyon to be resurfaced represents approximately 1.02 miles within the City limits and is estimated to be completed for an amount not-to-exceed $430,657.70.
Menifee Municipal Code §3.12.160 requires City Council approval of all MOU agreements between the City and other government agencies, nonprofit organizations, or any other professional organization even if there is no fiscal impact to the City.
