RECOMMENDED ACTION
1. Receive and file the recommendation by the Veterans and Military Families Advisory Committee on the $250 one-time property tax rebate for disabled veterans.
DISCUSSION
In July 2023, the City Council requested that City staff present parameters for a potential program to offer a property tax exemption for disabled veterans to a yet-to-be-formed Veterans and Military Families Advisory Committee (Committee) for review and discussion.
The Committee started meeting in February 2025 and at its September 2025, meeting, members were presented with an overview of the existing state Disabled Veterans’ Exemption program, along with potential parameters for a City-created expansion that could provide rebates to eligible veterans. Following the presentation, the Committee discussed the merits of establishing such a program. After considering the existing State program and evaluating the potential benefits and costs of a City-sponsored expansion, the four Committee members present unanimously recommended that the City not pursue creation of a new program at this time.
The City Council was presented with the Committee’s recommendation at its October 1, 2025, meeting. At that time, the City Council requested City staff present to the Committee an alternative proposal for a City-sponsored one-time $250 property tax rebate for 100% disabled veterans in honor of the nation’s Semiquincentennial (250th birthday).
At the Committee’s February 23, 2026, meeting, members were presented with anticipated costs for a City-sponsored rebate program. After discussing the costs and benefits, the Committee provided feedback and voted 4-1, with Tanner opposed, not to recommend approval of the one-
