RECOMMENDED ACTION
1. Approve and authorize the City Manager to execute a Public Improvement Agreement to guarantee completion of the required improvements associated with Tentative Tract Map 36658, Cimarron Ridge, by Pulte Home Company, LLC, located on Valley Boulevard between McCall Boulevard and Chambers Avenue.
DISCUSSION
Tract Map 36658 (TM 36658), also known as Cimarron Ridge (Project), was approved by the City Council on October 21, 2015, and consists of the subdivision of approximately 240.3 gross acres into 756 single-family residential lots and 111 lots for park, landscape, monument sign, drainage, and storm drain purposes.
On January 22, 2025, the City Council approved the third amendment to the Development Agreement, which requires the Pulte Home Company, LLC, a Michigan Limited Liability Company (Developer), to construct an approximately 730-foot segment of Valley Boulevard between Chambers Avenue and McCall Boulevard, commonly referred to as the “Missing Link,” by December 31, 2025. The improvements include an interim roadway configuration matching the existing roadway section south of McCall Boulevard, consisting of a 32-foot-wide roadway with 8- inch asphalt concrete berms on both sides. Sidewalks are not included as part of the interim improvements. In addition, the Developer has proposed roadway striping and associated traffic signage to extend connectivity from the Missing Link improvements north to Thornton Avenue.
Pursuant to the third amendment to the Development Agreement, the City was responsible for acquiring the right-of-way necessary to complete the Valley Boulevard roadway connection between Chambers Avenue and McCall Boulevard. To facilitate the improvement, the City implemented the Valley Boulevard Widening and Missing Links Project (CIP Project No. 22-02), which addresses the roadway gap north of the intersection of Valley Boulevard and McCall

Boulevard. In accordance with the Development Agreement with the Developer, the City acquired approximately 92,051 square feet of vacant land (APN 335-080-013) from McCall Senior 37, LLC through a right-of-way acquisition authorized by the City Council on November 9, 2025. The acquisition establishes roadway connectivity between Chambers Avenue and McCall Boulevard and allows the Developer to complete the required roadway and frontage improvements.
The third amendment also provides that if delays occur in acquiring the required right-of-way, the completion deadline for the roadway improvements may be extended by the City for a reasonable period of time. Additional delays associated with the Project included coordination between the Developer and Eastern Municipal Water District (EMWD) for installation of waterline utilities within the improvement area. In addition, the adjacent parcel formerly owned by McCall Senior 37, LLC was acquired by the Menifee Union School District in April 2026, and a temporary construction easement is currently being processed between the School District and the Developer.
The Developer is now requesting approval of a Public Improvement Agreement (Agreement) and bonds as required by the third amendment to the Development Agreement. The Agreement requires that improvement bonds be posted to guarantee the completion of the required improvements within 12 months from the City Council approval date of the Agreement.
Staff have reviewed the Developer’s request and determined that the Agreement meets the requirements of the Valley Boulevard Improvements. A summary of the bond being posted to guarantee the required improvements is shown in Table 1 below.
