DISCUSSION
Lennar Homes of California, LLC (Developer), previously known as Lennar Homes of California, Inc., is the developer of Tract Map 31908 (TM31098) McCall Mesa (Project), also known as Remington Place. The Project is a subdivision of 258 single-family residential homes on a 59.3- acre property. The Project is located on the west side of Menifee Road and south of Rouse Road.

As part of the development requirements, the Developer constructed public improvements, which included water quality basins and drainage channels, located in Lots 259, 260, 261, 262, 264, and 265. The public improvements that encompass these entire lots will be maintained by the City through Community Facilities District (CFD) funding. In lieu of establishing a Home Owner Association (HOA) to maintain these lots, which are the only common areas for the Project, the Developer has requested acceptance of the grant deed dedicating Lots 259, 260, 261, 262, 264, and 265 to the City.

The Developer has now completed the construction of streets, drainage, water, recycled water, and sewer, and is requesting acceptance of the completed improvements into the City’s maintenance system. Staff has inspected the completed improvements, determined that the improvements have been constructed in accordance with City specifications and standards, and verified that all project conditions of approval have been met to release the faithful performance security and labor and materials security in accordance with City policy.

Upon filing of an NOC, the performance bond would be reduced by 90%, and the remaining 10% would be held as a warranty security for a period of one year in accordance with the City Municipal Code. The original posted securities for the improvements are listed in Table 1 below.
