CITY OF MENIFEE
SUBJECT: Agreement Amendment with Flock Safety Group, Inc. for Pan- Tilt-Zoom Cameras
MEETING DATE: June 3, 2026
TO: Mayor and City Council
PREPARED BY: Christine Booker, Budgets & Grants Analyst REVIEWED BY: David Gutierrez, Police Chief
APPROVED BY: Armando G. Villa, City Manager
-------------------------------------------------------------------------------------------------------------------------------

RECOMMENDED ACTION

1. Approve and authorize the City Manager to execute Amendment No. 1 to the Master Services Agreement with Flock Group, Inc. dba Flock Safety Services for four additional cameras and implementation services, increasing the total compensation amount by $60,600 through Fiscal Year 2027/2028; and

2. Authorize the City Manager, or his designee, to approve the two optional one-year renewal terms for Fiscal Years 2028/2029 and 2029/2030 in an amount not-to-exceed $20,000 per year.

DISCUSSION
The Menifee Police Department is seeking to amend the existing service contract with Flock Safety to add four live-view cameras equipped with full pan-tilt-zoom (PTZ) capabilities. The requested live view cameras are solar powered and wirelessly connected, allowing for flexible deployment and mobility as service demands and enforcement priorities evolve. Additionally, the cameras can be mounted in a variety of locations, providing increased versatility and expanded functionality within the City’s existing Flock camera network. The proposed camera locations would be strategically selected based on crime trends and collision data to maximize operational effectiveness and enhance public safety efforts throughout the City.

The Menifee Police Department originally entered into a Service Contract with Flock Group, Inc. in January 2021. The initial agreement and subsequent amendments established a network of twenty-five flock falcon cameras, and four live view cameras. While the requested cameras would be accessible to appropriate Police Department staff, their greatest value would be as a resource for the Real-Time Information Center. When a call for service occurs near one of these locations, staff would be able to view the cameras in real time and relay critical information to responding

units as events unfold, thereby enhancing both officer and community safety. In addition, the cameras would support investigative efforts through a 30-day data retention period. The system would be used strictly for legitimate law enforcement purposes, and cameras would not be placed in areas where there is a reasonable expectation of privacy.

The proposed amendment includes a one-time implementation service fee of $600 and a recurring annual fee of $20,000 per year for the remainder of the three-year contract term, totaling in an additional investment of $60,600. The cost structure includes a heavily discounted one-time implementation fee and a locked-in annual rate for the duration of the agreement.

Per City Council’s previous action, the original agreement includes two optional one-year renewal terms. This amendment establishes a fixed annual rate of $20,000 for each of those renewal periods, covering Fiscal Years 2028/29 and 2029/30. Establishing this pricing now provides the City with cost certainty and secures a total extension cost of $40,000 for the optional two-year period. Should the renewal options be exercised, the associated annual costs would be included in the proposed budgets for the applicable fiscal years.

FISCAL IMPACT
The fiscal impact for this amendment is $60,600 over the remaining contract term. This brings the total contract value for the service period to $423,100. Table 1 below reflects the total per fiscal year.

FY2023/24 $72,500 $0 $72,500

FY2027/28 $72,500 $20,000 $92,500
TOTAL $362,500 $60,600 $423,100

The initial implementation fee ($600) and the first year of additional service ($20,000) are accounted for in the current fiscal cycle under Software/Subscriptions within the IT Fund (1110- MPD-651353). FY 2026/27 term is included in the previously adopted budget and the subsequent fiscal year (FY 2027/28), will be budgeted accordingly during the next biennial cycle.

The future fiscal impact for this item includes $40,000 in annual service fees for the optional two- year extension. This pricing represents the City's cost should it choose to exercise the two-year renewal for FY 2028/29 and FY 2029/30. If these options are utilized, the $20,000 annual fee will be incorporated into the proposed budgets for those respective years.
