RECOMMENDED ACTION
1. Approve the Community Development Department’s On-Call List for Fiscal Years 2026/27, 2027/28 and 2028/29 for various professional Planning and Building services.
DISCUSSION
The City’s Community Development Department is responsible for review of all development activity, as well as its conformance with the City’s vision and goals for community development, land use as established in the General Plan and Development Code, and safe construction practices as outlined in the current Building Code. The workload of the City’s Community Development Department reflects the development pace of the City of Menifee as one of Southern California’s fastest growing communities. Accordingly, and when deemed necessary, staff efforts are supplemented with the use of professional consultants to ensure responsiveness and thorough plan reviews and inspections of all development activity transpiring within the City.
The City has prepared a multi-disciplinary Request for Qualifications (RFQ) (RFQ No. 2026-02) for various services. As the Community Development Department encompasses both the Planning and Building Divisions, the RFQ was solicited for on-call services for both divisions.
Planning Division services included:
- General Planning Related Development and Land Use Project Review Services - Landscape Design Plan Review Services
- Preparation and/or Peer Review: Environmental Services - Municipal Financial Review Services (Fiscal Impact Analysis)

Building Division services included:
- Plan Review Services
- Permit Technician Services
- Building Inspection Services
The intent of the RFQ was to establish an updated On-call List of qualified consultants available for the period of Fiscal Years (FY) 2026/27, 2027/28 and 2028/29, with an option to extend the list an additional two FYs (2029/30 and 2030/31). The last time the City completed an RFQ process for such services for the Community Development Department was in 2022.
In accordance with Assembly Bill 339, labor groups were provided the required 45-day notification of the pending RFQ release on January 27, 2026. The RFQ was posted/released on March 13, 2026, with a submittal deadline of April 13, 2026. A total of 43 consulting firms responded.
Comprised of internal Community Development staff, two Selection Committees were established to review the proposals. Planning staff reviewed proposals that selected disciplines for the Planning Division, and Building staff reviewed proposals that selected disciplines for the Building Division. If a consultant identified disciplines for both Divisions, both Selection Committees reviewed the proposal. The Selection Committees evaluated and ranked each proposal on the following criteria:
- Experience / Qualifications of the Firm and Key Personnel - Work Plan Methodology / Project Approach
- Reference Review / Client Satisfaction
- Cost Proposal
- Quality of Responsiveness of Proposal
See the attached document for the selected firms.
It is important to note that inclusion on the Community Development Department’s On-call List does not guarantee award of any future contract(s). The City reserves the right to issue separate RFQs or Request for Proposals (RFP) as deemed necessary for specific services and/or projects.
Once the On-call List is established, the City would enter into agreements with select firms on the On-call List, and the applicable agreements requiring City Council approval would be brought to the City Council in accordance with the standard procurement policies.

FISCAL IMPACT
There is no fiscal impact associated with the recommended action. Future agreements requiring the City Council’s approval, would consist of recoverable and non-recoverable funding, with the majority being recoverable (paid by developers). Any proposed agreements would be funded as City of Menifee Staff Report
