TECHNICAL MEMORANDUM
20341 SW Birch Street | Suite 230 | Newport Beach, CA 92660 | (949) 660-1994 | urbanxroads.com DATE: January 27, 2026
TO: Jamie McLaughlin, Ares Industrial Management
FROM: Bill Lawson, Urban Crossroads, Inc.

JOB NO: 16570-06 NA
SUBJECT: MURRIETA AND ETHANAC SUPPLEMENTAL NOISE ASSESSMENT Urban Crossroads, Inc. has completed the following Supplemental Noise Assessment for the Murrieta and Ethanac (Project), which is located east of Geary Street, south of Ethanac Road and west of Murrieta Road in the City of Menifee. The proposed Project is to consist of an approximately 517,720 square foot (SF) industrial warehouse building.

PROJECT OVERVIEW
On November 20, 2024, Urban Crossroads, Inc. prepared the Noise and Vibration Analysis (NA) for the Project. (1) The Noise Analysis evaluated the existing noise conditions, the off -site traffic noise levels as well as the Project construction and operational noise and vibration impacts. The NA determined that three segments near the Project site will experience Potentially Significant Project- related off-site traffic noise increases. The purpose of this work effort is to evaluate the interim condition in which Geary Street is not improved north of the Project boundary to Ethanac Road.

Instead, Project traffic will utilize Geary Street, and the Circulation Driveway to access the west side of the Project.

OFF-SITE TRAFFIC NOISE ANALYSIS
Noise level increases resulting from the Project are evaluated based on the Appendix G CEQA Guidelines. Under CEQA, consideration must be given to the magnitude of the increase, the existing baseline ambient noise levels, and the location of noise -sensitive receivers to determine if a noise increase represents a significant adverse environmental impact. Based on the FICON significance criteria for off -site traffic noise presented in Table 4 -1 of the NA , three of the study area roadway segments were shown to experience potentially significant off-site traffic noise increases due to the proposed Project traffic conditions. The segments are described below. • Geary Street south of Ethanac Road (Segment #1)
• Murrieta Road south of Ethanac Road (Segment #3)
• Ethanac Road east of Murrieta Road (Segment #8)
Table 1 presents a summary of the existing conditions incremental noise increases by roadway segment outlined in the NA.

Non-Sensitive 76.0 77.2 1.2 3.0 No 1 Based on a review of existing aerial imagery. Noise sensitive uses limited to existing residential land uses. 2 The CNEL is calculated at the boundary of the right -of-way of each roadway and the property line of the receiving land use. 3 Does the Project create an incremental noise level increase exceeding the significance criteria (Table 4 -1)? Table 1 shows that Geary Street south of Ethanac Road (Segment #1) will experience noise level increases of up to 17.6 dBA. However, a review of the existing conditions shows that this roadway segment is currently an unpaved dirt road that passes three existing homes located on Floyd Avenue.

With little to no existing traffic on Geary Street, the existing off-site traffic noise levels on Geary Street south of Ethanac Road were calculated at 48.3 dBA CNEL. The addition of the Project traffic including medium and heavy trucks shows that the off-site traffic noise levels at the right-of-way on Geary Street south of Ethanac Road (Segment #1) are estimated at 65.9 dBA CNEL.

Based on the FICON significance criteria, this impact or perceived increase in noise levels for the homes adjacent to Geary Street south of Ethanac Road (Segment #1) is considered potentially significant. In addition, the NA fully accounts for the Project related truck trips recognizing that the trucks disproportionately influence traffic noise due to their size, weight, engine characteristics, and tire-road interactions, which generate significantly higher noise levels when compared to lighter vehicles like passenger cars.

INTERIM PROJECT ACCESS OFF-SITE TRAFFIC NOISE ANALYSIS
The purpose of this work effort is to determine whether the proposed interim Project access results in changes to the off-site traffic noise increases and the potentially significant impacts outlined above in Table 1 of the NA. Table 2 presents a summary of the interim off-site traffic noise increases based on the project trip distributions provided in the October 20, 2025, Murrieta Road Warehouse Supplemental Traffic Assessment prepared by Urban Crossroads, Inc. (2) that sends Project traffic south on Geary Street east on the Circulation Driveway to access the west side of the Project and Murrieta Road. Table 2 shows that interim conditions will eliminate the off-site traffic noise impacts on Geary Street south of Ethanac Road (Segment #1). In effect, for the interim conditions, no Project traffic will utilize Geary Street south of Ethanac Road (Segment #1), and therefore, the off-site traffic noise impacts on this segment are considered less than significant.

Table 2 shows that the off-site traffic noise level increases on Murrieta Road south of Ethanac Road (Segment #3) and Ethanac Road east of Murrieta Road (Segment #8) will remain potentially significant, however, the increase of 1.6 dBA does not change due to the added interim Project traffic conditions on Ethanac Road east of Murrieta Road (Segment #8) . Appendix 1 includes the interim off-site traffic noise analysis.
