The contract for service shall be paid out evenly over a 12-month period starting with the approval of this contract. The City of Menifee retains the right to deduct the associated amount due for service if the contractor fails to execute any of the services listed.
SECTION I – BUSINESS RETENTION
The following activities are designed to support and strengthen existing Menifee businesses, reduce attrition, support revenue generation and create the conditions for local businesses to scale, hire, and thrive. ▌ Direct Outreach & Field Programs
Business Retention Site Visits $4,000 Activity Description: The Chamber shall conduct a minimum of 15 business retention site visits per month, scheduling and attending each visit and inviting the City's Economic Development team to participate. Visits are structured to identify barriers, gather intelligence on business needs, and facilitate connections to City resources.
Economic & Community Impact: Direct engagement with employers helps identify expansion or at-risk businesses early, enabling targeted intervention. Consistent outreach builds trust between the business community and City, supporting job preservation and growth.
Menifee KEEP Business Walk (Keeping Existing Employers Profitable) $5,000 Activity Description: Conducted annually in partnership with the City of Menifee, the KEEP Walk is a structured canvassing survey of local businesses. Chamber staff and volunteers survey business owners on-site to assess operational challenges, workforce needs, expansion plans, and satisfaction with the City's business climate. Survey results are compiled and presented to the City via a State of Business Report.
Economic & Community Impact: The KEEP Walk is one of the most direct tools available for identifying businesses at risk of closure or relocation and measuring business climate. By capturing real-time data from employers, the City and Chamber can respond proactively, preserving existing jobs and informing future economic development strategy and programming.
Ribbon Cuttings & Grand Opening Ceremonies $5,000 Activity Description: The Chamber coordinates and hosts ribbon cutting and grand opening ceremonies for Chamber members and up to 10 non-Chamber member businesses per year. Events are promoted through Chamber social media channels, email, and the Chamber website to maximize attendance and visibility for new businesses.
Economic & Community Impact: Ribbon cuttings provide critical early-stage visibility for new businesses, increasing foot traffic and community awareness at the most vulnerable stage of business development. By welcoming new businesses publicly and in partnership with elected officials and community leaders, the Chamber reinforces Menifee's reputation as a welcoming place to open and grow a business — a key message in ongoing business attraction efforts.
2 Collaborative Business Forum $5,000 Activity Description: The Menifee Collaborative Business Forum is a facilitated gathering convening local business owners, chamber representatives, and city representatives to engage in open dialogue on issues affecting the Menifee business community. Participants collaborate to identify opportunities, address barriers to growth, and align priorities between the private sector and municipal government. Each forum includes structured discussion topics for discussion.
Economic & Community Impact: By establishing a consistent platform for public-private dialogue, the Forum strengthens the relationship between the City of Menifee and its business community, fostering an environment conducive to local economic growth, job creation, and investment retention. The collaborative structure ensures that business concerns are formally channeled into city planning and policy considerations, resulting in more responsive governance and a stronger, more unified local economy. ▌ Education & Leadership Programs
Leadership Menifee Valley Program $5,000 Activity Description: The Chamber shall develop, promote, and facilitate the Leadership Menifee Valley program, a structured educational series designed to equip local business owners, managers, and community stakeholders with the knowledge, tools, and networks to lead effectively in Menifee's evolving economy. The program covers economic development priorities, legislative advocacy, workforce trends, and civic engagement.
Economic & Community Impact: Well-informed, well-connected business leaders are more likely to make strategic investment decisions — expanding operations, hiring locally, and increasing wages. Leadership Menifee serves as a pipeline for engaged civic participation and informed advocacy, directly contributing to the creation of higher-quality jobs and a more resilient local economy.
Shop Local Program $10,000 Activity Description: The Chamber in partnership with Menifee Economic Development shall promote, maintain, and expand the Shop Local program, a year-round initiative that encourages Menifee residents and businesses to prioritize purchasing from locally owned establishments. The program includes digital campaigns, in-store participation signage, social media promotion across Chamber-managed accounts (Facebook, Instagram, and others), and collaboration with the City on promotional calendar events.
Economic & Community Impact: Every dollar spent locally recirculates within the community at a higher rate than spending at out-of-region businesses. A robust Shop Local program strengthens Menifee's sales tax base, supports small business viability, and creates and sustains community-level employment. It reinforces Menifee's identity as a thriving commercial destination. ▌ Workforce Development
Job Fair — Co-Hosted with MSJC and Regional Partners $5,000 Activity Description: The Chamber shall co-host a minimum of one annual Job Fair in partnership with Mt. San Jacinto College (MSJC), the City of Menifee, and other regional partners. The Chamber shall manage outreach to employer participants, coordinate logistics, and promote attendance to job seekers through all available channels.
Economic & Community Impact: Job Fairs create a direct pipeline between Menifee employers and local workers, reducing commuter dependency and increasing the number of residents who hold jobs within the city. Targeting key industries aligns hiring activity with the City's long-term economic diversification goals. 3 SECTION II – BUSINESS ATTRACTION & GROWTH
The following activities are designed to attract new investment, new employers, and new commercial development to Menifee, expanding the City's tax base and creating net new employment opportunities. ▌ Commercial Real Estate & Site Selection

The Chamber manages invitations, sponsorship coordination, event setup, and follow-up.
Economic & Community Impact: Commercial real estate brokers are primary decision influencers in where businesses locate. By building relationships with active brokers in the region, Menifee increases its visibility as a prime commercial destination. New tenants and businesses attracted through broker relationships create jobs, improve retail and service options for residents, and generate lease and sales tax revenue.
Targeted Business Attraction Event $8,000 Activity Description: The Chamber shall organize and host a targeted business attraction event, bringing together identified prospective businesses, developers, and industry leaders with City officials and economic development representatives. Attendees shall be curated based on strategic fit with Menifee's economic growth priorities. The event provides an intimate setting for relationship-building and direct conversation about investing in Menifee.
Economic & Community Impact: High-quality, curated engagement with prospective employers and developers is one of the most effective tools in site selection influence. A targeted dinner converts awareness of Menifee into active consideration, accelerating the business attraction pipeline and supporting the City's goal of diversifying its employment base and increasing commercial investment.

The YPN shall provide networking events, mentorship connections, and educational resources tailored to early-career professionals and emerging entrepreneurs in Menifee. Programming will be designed in collaboration with regional partners including MSJC, SBDC, and regional employers.
Economic & Community Impact: Developing the next generation of business and civic leaders within Menifee reduces talent outmigration and creates a homegrown pipeline of entrepreneurs and skilled workers. Strong YPN programming signals to employers and developers that Menifee has a growing, educated workforce — a key site selection factor. Retaining young professionals locally also strengthens the consumer base and long-term tax revenue.
Explore Menifee — Year 3 Initiative $2,500 Activity Description: The Chamber shall partner with Menifee Economic Development, to showcase Menifee's commercial corridors, attractions, dining, and business community to both residents and prospective investors.
