RECOMMENDED ACTION
1. Approve and authorize the City Manager to execute three Professional Services Agreements for on-call plan review, inspection, and permit technician services for Fiscal Year 2026/2027 for a not-to-exceed amount of $500,000 per fiscal year.
DISCUSSION
The Building and Safety division of the Community Development department currently utilizes consultants to provide necessary permit technician, inspection, and plan review services on an on-call, as-needed, basis. The current Professional Services Agreements (Agreements) for on- call services are set to expire on June 30, 2026, as they run concurrently with each fiscal year (FY).
On May 12, 2026, and in conjunction with the Planning Division of the Community Development Department, the Building and Safety Division completed a competitive Request for Qualification (RFQ) process to establish an approved short list of qualified firms. Firms were evaluated and recommended for the Division’s on-call professional services short list for FYs 2026/2027 through 2028/2029, with an option to extend the list for an additional two FYs (2029/30 and 2030/31). The final short list, consisting of eight eligible firms, was approved by the City Council on June 3, 2026.
Of the eight firms, the three firms referenced in Table 1 received the highest rated evaluations and were selected based on their top scores in experience, qualifications, workplan methodology, and client satisfaction. While staff is recommending Agreements with the three highest-ranked firms at this time, the remaining firms on the approved short list will be eligible for consideration should future service needs arise.
In preparation for the next FY 2026/2027, staff recommends the approval of the Agreements outlined in Table 1 for necessary consulting services covering the period of July 1, 2026, to June 30, 2027.

New Agreements will need to be executed to provide for the continuity of service to meet the needs of projects within the City for FY 2026/2027. The contracts will be linked to enable the Building and Safety Division to select from any or all of the three consultants on an as-needed basis, with a coterminous not-to-exceed amount of $500,000 per fiscal year.

The amount of the proposed Agreements exceed the City Manager’s signing authority. Pursuant to Menifee Municipal Code §3.12.060, any Agreement amount that exceeds the City Manager’s signing authority shall be approved by the City Council.

The fiscal impact totaling $500,000 for these on-call professional services has been included in the proposed Community Development, Building and Safety Division budget for FY 2026/27 within the General Fund under Professional Services (1100-CDD-BLDG-652800). No additional budget appropriation is required for this action.
