CITY OF MENIFEE
SUBJECT: Agreement Amendments for the Capital Improvement Program Division of the Public Works Department
MEETING DATE: June 17, 2026
TO: Mayor and City Council
PREPARED BY: Kristen Jensen, Financial Analyst
REVIEWED BY: Nick Fidler, Public Works Director
APPROVED BY: Armando G. Villa, City Manager
-------------------------------------------------------------------------------------------------------------------------------

RECOMMENDED ACTION

1. Approve and authorize the City Manager to execute seven Professional Service Agreement amendments for various Capital Improvement Program Projects, extending the terms of service through June 30, 2027.

DISCUSSION
The Capital Improvement Program (CIP) Division of the Public Works Department is responsible for the review and delivery of projects in a timely and cost-effective manner. In order to do this, the CIP division utilizes Professional Service Agreements (Agreements) to support staff in processing more technical and specialized elements of project delivery. These services include, but are not limited to, various aspects of plan review, architectural and design support, environmental assessment, project inspection, and construction management services.

Due to the nature of project delivery, there are instances when agreements for professional services must be extended beyond their original terms to allow for the scope of services to be completed. This is necessary due to project tasks that may be delayed by circumstances outside of the City’s control which often include complying with external regulatory agency requirements or project material delivery and utility coordination delays. Staff have determined a need to extend the terms of several existing agreements for the reasons stated above. Details for each of the attached proposed agreement amendments are provided below. The following projects are in various phases of activity and are ongoing, requiring extension of terms to ensure the scope of work is fulfilled by the respective firms.

1.CIP 13-04 Bradley Road Bridge Over Salt Creek Project – Construction Management and Inspection Services Agreement with Accenture Infrastructure and Capital Projects, LLC (Accenture)
The Bradley Road Bridge is actively under construction and is anticipated to be completed Fall 2026. Accenture provides critical construction management oversight and inspection services that assist in keeping the project moving on schedule. Amendment No. 2 would allow Accenture to continue to provide support for important daily construction oversight and inspection for the remainder of the construction of this project. The proposed amendment is for a term extension only and would not increase the total not-to-exceed amount of the agreement, as outlined in Table 1 below.

2.CIP 19-15 Central Park Amphitheater – Civil Design Services Agreement with T.Y. Lin International (TY Lin)
This project is currently in the construction phase with staff continuing to work with the contractor verifying design elements and calculations for final build items. TY Lin’s services have been key in moving through design submittals with this unique structure and providing technical support to City staff during the design and construction phases. Amendment No. 3 would allow TY Lin to assist with any design support through the remaining construction and also through the future close-out of the project. The proposed amendment is for a term extension only and would not increase the total not-to-exceed amount of the agreement, as outlined in Table 2 below.

3.CIP 22-02 Valley Boulevard Widening and Missing Links Project – Professional Environmental and Design Services Agreement with Dokken Engineering (Dokken) This project is currently in the design phase. Dokken continues to perform environmental and design services for the project and is currently coordinating with Eastern Municipal Water District (EMWD) to finalize design elements necessary to work through EMWD’s treatment plant. Staff has recently agreed to the improvements required in the treatment plant area.

Moving forward Dokken will finalize the project design by incorporating EMWD’s required changes into the City project plans. The proposed amendment is for a term extension only and would not increase the total not-to-exceed amount of the agreement, as outlined in Table 3 below.

4.CIP 23-02 Goetz Road/Vista Way Traffic Signal Project – Civil Design Services Agreement with RTM Engineering Consultants, Inc. (RTM)
This project is currently in the design phase with final plans and specifications at 95% complete. Staff are currently awaiting electrical trench design plans with proposed Rule 20A (utility undergrounding) to be provided by Southern California Edison (SCE) to complete design. Amendment No. 2 is required to ensure that RTM completes final design tasks following the receipt of SCE plans. The proposed amendment is for term extension only and would not increase the total not-to-exceed amount of the agreement, as outlined in Table 4 on the following page.

5.CIP 24-04 Romoland Elementary School Project - Design Services Agreement with Dokken Engineering (Dokken)
This Active Transportation Program (ATP) funded project is currently in the design phase.

Project delays have been experienced as utility conflicts have been uncovered and private improvements have been identified as previously being constructed in public right-of-way.

Resolution of these items requires extensive coordination with property owners and utility companies and has resulted in additional updates being required for project design.

Amendment no. 2 would allow the additional time required to complete the full scope of the design phase. The proposed amendment is for a term extension only and would not increase the total not-to-exceed amount of the agreement, as outlined in Table 5 below.

6.CIP 24-15 Harvest Valley Elementary School Project - Design Services Agreement with Dokken
This ATP project is also currently in the final design phase. Additional ROW acquisition and coordination with project-adjacent property owners is required to allow for the project’s offsite grading work. The project team recently conducted a public education meeting with the surrounding community to review changes to the proposed scope of work and provide an opportunity for public engagement with this federally funded project. Amendment no. 2 would allow the additional time required to finalize ROW coordination items and incorporate any additional changes into the final project design plans. The proposed amendment is for a term extension only and would not increase the total not-to-exceed amount of the agreement, as outlined in Table 6 below.

The project is anticipated to be placed out to bid in the upcoming months. Amendment no. 1 is needed to allow TSK to complete bidding and construction support services.
