RECOMMENDED ACTION
1. Approve and authorize the City Manager to execute Amendment No. 6 to the Professional Services Agreement with Rincon Consultants, Inc. for on-call services for the Legado Project increasing the amount by $70,000 for a total not-to-exceed amount of $205,000 through June 30, 2027.
DISCUSSION
The Planning Division of the Community Development Department currently utilizes on-call agreements to provide necessary planning services on an as-needed basis. In preparation for Fiscal Year (FY) 2026/27, the Planning Division will continue to utilize various consultants for on- call planning services, with funding approved within the FY 2026/27 Planning Division operating budget.
On March 13, 2026, the City of Menifee’s Community Development Department issued a multi- disciplinary Request for Qualification (RFQ No. 2026-02) for various building and planning services to establish an approved list of qualified firms. On June 3, 2026, the City Council approved an on-Call List of qualified consulting firms for FY 2026/27, 2027/28 and 2028/29, with an option to extend the list for an additional two fiscal years (2029/30 and 2030/31).
The proposed Professional Services Agreement (PSA) amendment with Rincon Consulting, Inc. is for continued post-entitlement work still required for the Legado Project. The amendment seeks to extend the Terms of Service through June 30, 2027, and increase the amount by $70,000 for a total not-to-exceed amount of $205,000. The current PSA is set to expire on June 30, 2026. All other terms of the agreement shall remain the same. A summary of the contract actions is provided in Table 1 on the following page.

The amount of the proposed PSA exceeds the City Manager’s signing authority. Pursuant to Resolution No. 25-1569, any agreement amount that exceeds the City Manager’s signing authority shall be approved by the City Council. All costs associated with the on-call PSA for Professional Services (Planning) are recoverable through the developer deposits and fees.

FISCAL IMPACT
The fiscal impact of the proposed amendment with Rincon Consulting, Inc. is $70,000. Funding for the proposed agreements would be available within the approved operating budget for FY 2026/27, under Professional Services-Recoverable for Planning within the General Fund (1100- CDD-PLNG-652825) if approved. These expenditures are fully recoverable through the developer deposits and fees. No additional budget appropriation is required for this action.
