CITY OF MENIFEE
SUBJECT: CalRecycle Grant Program Authorization Resolution MEETING DATE: July 15, 2026
TO: Mayor and City Council
PREPARED BY: Kori Jones, Senior Management Analyst
REVIEWED BY: Mariana Mitchell, Community Services Director APPROVED BY: Armando G. Villa, City Manager
-------------------------------------------------------------------------------------------------------------------------------

RECOMMENDED ACTION

1. Adopt a resolution authorizing the City Manager, or their designee, to execute and submit applications for eligible California Department of Resources Recycling and Recovery (CalRecycle) grants for a five-year period.

DISCUSSION
The City is responsible for maintaining recycling and waste diversion programs and associated public education efforts to comply with state requirements. To assist jurisdictions in meeting these standards, CalRecycle administers a variety of grant and payment programs that support local recycling, waste reduction, organics management, public education, and related activities.

CalRecycle generally requires jurisdictions to maintain a governing body resolution authorizing designated staff to apply for, accept, and administer eligible CalRecycle funding programs.

The proposed resolution serves as a standing authorization for eligible CalRecycle grants and payment programs during a five-year period, consistent with CalRecycle requirements. Adoption of the proposed resolution does not commit the City to applying for any specific grant, accepting funding, or expending local funds. Rather, it allows staff to efficiently pursue eligible funding opportunities as they become available without returning to City Council for a new authorization resolution each time. Any grant program requiring matching funds, significant City commitments, or separate Council action would continue to be brought before the City Council as appropriate.

For reference, programs where this general resolution is applicable have been listed below:
•SB 1383 Local Assistance Grant Program – Menifee has been awarded approximately $434,513 under this non-competitive program to support implementation of state organics recycling requirements.

•Rubberized Pavement Grant Program – Public Works and Engineering have utilized these funds on past roadway projects incorporating recycled tire materials, including rubberized chip seal applications.
•Tire Amnesty Grant Program – Provides funding for local waste tire collection events. The City does not currently participate in this program but could be eligible in the future.

The current Resolution was approved on August 4, 2021, and is set to expire August 4, 2026.

Adoption of the proposed resolution would supersede Resolution No. 21-1056 and maintain the City's eligibility to participate in applicable CalRecycle funding opportunities through July 15, 2031.

FISCAL IMPACT
There is no fiscal impact associated with the recommended action, however, not approving the resolution would prevent the City from receiving potential program funding in the future.
