CITY OF MENIFEE
SUBJECT: Bid Award and Agreement with Kimley-Horn and Associates, Inc. for LAFCO Application Support Services
MEETING DATE: July 15, 2026
TO: Mayor and City Council
PREPARED BY: Kori Jones, Senior Management Analyst
REVIEWED BY: Mariana Mitchell, Community Services Director APPROVED BY: Armando G. Villa, City Manager
-------------------------------------------------------------------------------------------------------------------------------

RECOMMENDED ACTION

1. Award bid and authorize the City Manager to execute a Professional Services Agreement with Kimley-Horn and Associates, Inc. for LAFCO application support services in a total not-to- exceed amount of $113,595 through December 31, 2027.

DISCUSSION
Unification of Menifee’s parks and recreation system has been identified as a priority in both the City’s Strategic Plan and Parks Master Plan. On October 1, 2025, the City Council received and discussed the Valley-Wide Annexation Feasibility Analysis and directed staff to pursue a phased annexation approach beginning with the Menifee Parks Landscape Maintenance District (LMD).

The Menifee Parks LMD was identified as the logical first phase because it lies entirely within the City of Menifee and includes approximately 65 acres of parkland across 12 parks, including Wheatfield Park, Wheatfield Community Center, the Menifee Gymnasium, and Lago Vista Sports Park. The district also includes approximately 28 acres of landscaped right-of-way and serves approximately 7,200 parcels. Unlike the Menifee North and Menifee South LMDs, which contain areas outside of the City limits, the Menifee Parks LMD is wholly contained within Menifee’s boundaries, making it the most straightforward district to evaluate as an initial annexation effort.

If approved, responsibility for the operation and maintenance of these parks, facilities, and landscape areas would transition from Valley-Wide Recreation and Park District (Valley-Wide) to the City.

While the Menifee Parks LMD presents a more streamlined annexation opportunity than the North and South districts, the process remains complex and requires coordination among multiple agencies as well as preparation of technical, financial, environmental, and service planning documents.

The proposed annexation must be reviewed and approved by the Riverside Local Agency Formation Commission (LAFCO), the agency responsible for evaluating jurisdictional boundary changes and service transitions. The application process is anticipated to take approximately one year and will require preparation of a comprehensive application package, including boundary mapping, a Plan for Services, fiscal and operational analyses, environmental documentation, and supporting technical narratives. Consistent with prior discussions, this effort will be undertaken in coordination with Valley-Wide as the existing assessing and administering agency for the Menifee Parks LMD.

Because preparation of a LAFCO application requires specialized expertise in areas such as service transition planning, public finance, environmental compliance, and LAFCO procedures, the City sought consultant assistance to guide the process and prepare the required application materials. On February 20, 2026, the City issued Request for Proposals (RFP) No. 2026-08 seeking qualified firms to provide professional consulting services. The proposal deadline was subsequently extended from March 23, 2026, to April 2, 2026, in response to a request from a prospective proposer. One proposal was received from Kimley-Horn and Associates, Inc.

Following review of the proposal, consultant interviews, and subsequent negotiations, staff determined that Kimley-Horn and its subconsultant, DTA, a public finance consulting firm, possess the qualifications and experience necessary to successfully complete the project. Kimley- Horn has previously provided satisfactory consulting services to the City on a variety of projects, and both firms have experience supporting annexation efforts and LAFCO proceedings throughout California. The consultant team also demonstrated an understanding of the City’s desire to pursue a collaborative process with Valley-Wide while building upon the fiscal, mapping, and technical analyses already completed. Based on these qualifications and discussions, staff recommends award of the agreement to Kimley-Horn and Associates, Inc.

Funding for this agreement in the amount of $113,595 was appropriated as part of the FY 2026/27 Community Services Department operating budget to support preparation of the Menifee Parks LMD annexation application. While the proposed scope of work has been developed based on currently available information, LAFCO may identify additional tasks or deliverables during its review of the application. Such requests may include additional studies, public outreach, agency coordination, or other technical support necessary to advance the application. Should additional funding be required beyond the approved contract amount, staff will return to the City Council for review and approval.
