RECOMMENDED ACTION
1. Approve and authorize the City Manager to execute Amendment No. 6 to the Professional Services Agreement (PSA) with Integrated Pest Control Management, Inc. for pest control services in the amount of $6,040 for a total not-to-exceed amount of $106,040; and
2. Authorize the City Manager to execute agreement amendments for the remainder of the contract at the City’s discretion and contingent on availability of the corresponding budget.
DISCUSSION
The City of Menifee’s Community Services Department oversees the maintenance of all City owned and leased facilities as well as 22 parks throughout the City. Pest control services are required at all 15 facilities as well as several parks.
On March 1, 2023, City Council awarded a contract to Integrated Pest Control Management, Inc. (Integrated) for pest control services over a 5-year term and total not-to-exceed amount of $76,864. The services include, at minimum, monthly services for the control of common ants, all varieties of spiders, roaches, rats, mice, and crawling and flying insects that may infest City facilities and park amenities. Integrated also provides services for the clean-up of debris associated with infestations as well as emergency services.
Since the agreement was awarded, the City has experienced several pest-control and wildlife- management needs beyond the routine monthly services contemplated in the original scope of work. These needs have included skunk, squirrel, rodent, and ant infestations requiring specialized response services at City facilities and parks. In addition, the City expanded the agreement to provide pest-control services at all fire station facilities, increasing the overall service requirements under the contract.

Previous administrative amendments addressed specific operational needs as they arose and ensured continued protection of City facilities, employees, visitors, and park users. The proposed amendment No. 6 would provide sufficient funding to continue routine and emergency pest-control services through FY 2026/27, the final year of the agreement, and allow staff to respond to as- needed pest and wildlife issues without disruption to service. During the term of the agreement, wildlife-management and emergency pest-control service needs have evolved beyond the routine service levels originally contemplated in the agreement, resulting in the need for additional contract authority to support the final year of services. Integrated has provided responsive and satisfactory pest-control and wildlife-management services throughout the term of the agreement and continues to meet the City's operational needs.
The proposed increase of $6,040 is available in the current budget and would require no additional budget appropriation. The amount of the proposed PSA exceeds the City Manager’s signing authority. Pursuant to Resolution No. 25-1569, any agreement amount that exceeds the City Manager’s signing authority shall be approved by the City Council. All other terms of the agreement and approved budget will remain unchanged.
Staff anticipates soliciting competitive proposals for pest-control services prior to expiration of the current agreement. The procurement process will provide an opportunity to evaluate service levels, emergency response requirements, and pricing structures to ensure future contracts are appropriately aligned with the City's operational needs.
