4.K.3 Create reports and establish metrics for
monitoring the performance of the development
departments to streamline City operations by
July 2024.
In progress. The City has established the foundation for standardized reporting and performance monitoring through the implementation of enterprise software solutions, including Accela, Bluebeam, and Tyler Munis Financials, across the development departments. During this reporting period, Accela reached full implementation (100%) and continues to provide reporting capabilities that support operational monitoring. Tyler Munis Financials advanced to 95% completion, with final implementation efforts focused on system readiness, while Bluebeam progressed to 65% completion as development and integration activities continued to address implementation complexities. As these systems continue to mature, the development and refinement of reports, dashboards, and performance metrics will become part of ongoing system administration and continuous operational improvement.

5.A.5 Develop a response time matrix for the MPD by
June 2026.
80% Completion. Staff has created multiple dashboards in our Peregrine system to allow for better identification of calls for se rvice by volume and priority. We are also now able to see population by beat. We are actively tracking the data to ensure we have the most effective and efficient beat layout. Based on all the data, along with our geographic city size and population, below is our response time Matrix:
-Priority 1: 80–90% of calls within 8 minutes
-Priority 2: 80–90% within 20 minutes
-Priority 3: Within 35 minutes
Factors include:
-Geographic size of the city
-Patrol staffing levels
-Call volume
-Traffic and road network
-Priority definitions used by dispatch
Staff continues to evaluate the patrol beat layout to ensure it best supports operational needs. As staffing levels improve, we plan to implement cover teams to provide greater overlap between patrol teams, enhancing officer wellness, improving response times, and strengthening overall service delivery.
