A bid opening for the above‑referenced project was conducted on July 14, 2026, at 2:00 PM via the City’s PlanetBids Vendor Portal. The bid results and apparent lowest bidder are summarized below:

The apparent lowest bidder did not submit the required hard‑copy bid documents within 48 hours, as specified in Paragraph 5 on Page 2 of the bid instructions:
“ A hard copy of the entire bid package including all original notarized documents must be received within 48 hours of the submittal deadline to be consider responsive to this NIB. “
As a result, the apparent lowest bidder was deemed non‑responsive. Upon review of the next lowest bid, it was determined the cost exceeded the city's available budget.
Per section 22, R ejection of Bids, page 9, of the “Instructions to Bidders”; City staff, recommends rejecting all bids and re‑advertising the project based on the following:
• To align the project scope with current available funding, staff recommends rejecting all submitted bids, conducting value engineering on the existing scope of work, and re‑bidding the project.
In accordance with California Public Contract Code Section 20166, staff will request at the August 19, 2026, regular City Council meeting that the City Council formally reject all bids and authorize staff to issue a new notice inviting bids. The revised bid documents will be advertised and posted on PlanetBids.
