RECOMMENDED ACTION
1. Approve and authorize the City Manager to execute Amendments No. 1 to the Professional Services Agreements with the Perris Union High School District and Romoland Unified School District, adjusting the School Resource Officers (SRO) schedules.
DISCUSSION
The City currently provides School Resource Officer (SRO) services to both the Perris Union High School District and the Romoland Unified School District pursuant to Memoranda of Understandings (MOUs) previously approved by the City Council. The MOU with the Perris Union High School District was originally approved on May 4, 2022, and the MOU with the Romoland Unified School District was originally approved on June 21, 2023.
The proposed amendments would modify the work schedules of the assigned School Resource Officers from the current 5/8 schedule (five eight-hour workdays per week) to a 9/80 schedule.
Under the proposed schedule, each SRO would work eight nine-hour days and one eight-hour day over a two-week pay period, with one regularly scheduled day off every other week.
The proposed scheduling modification is intended to improve operational efficiency and maintain continuity of SRO services across both school districts. By aligning both SROs on the same 9/80 schedule with alternating days off, each officer will be available to provide coverage at the other officer's assigned school when needed. This approach would enhance service continuity, minimize disruptions resulting from regularly scheduled days off, and provide greater flexibility in responding to school-related incidents, safety concerns, and community engagement activities.

The proposed schedule change does not alter the scope of services provided under the existing MOUs and does not increase the City's contractual obligations with either school district. Instead, it enhances the City's ability to efficiently deploy existing personnel while maintaining consistent law enforcement presence and support for students, staff, and school administrators.
There is no fiscal impact or change to the contract terms associated with the proposed amendment, as the schedule modification will be implemented using existing personnel and budgeted resources.
