CITY OF MENIFEE
SUBJECT: Right of Way Turf Conversion Project Bid Rejection MEETING DATE: August 19, 2026
TO: Mayor and City Council
PREPARED BY: Nancy Rodriguez, Management Analyst II
REVIEWED BY: Bryce Howell, Park/Landscape Maintenance Manager APPROVED BY: Armando G. Villa, City Manager

RECOMMENDED ACTION

1. Reject all bids submitted for the Right of Way Turf Conversion Project, Capital Improvement Program (CIP) Project No. 26-10.

DISCUSSION
CIP Project No. 26-10 (Project) was approved by City Council for the conversion of six different areas within LLMD 89-1C Zone 3, including areas along Evans Road (near Corson Avenue and La Piedra Road), La Ladera Road (near Normandy Road), and portions of Little Reb Place, and Bellamy Lane. The project consists of converting these areas to drought tolerant landscaping requiring minimal to no maintenance. These areas will contain features including, but not limited to, metal design features and rock landscaping.

As required by the California Public Contract Code (CPCC), staff administered a competitive bid process using PlanetBids on June 15, 2026, for construction services. The bid was advertised for 29 days with a bid opening date of July 14, 2026. A total of eight bids were received as summarized in Table 1 below. As part of the bidding process, a hard copy of the bid must be received within 48 hours of the electronic submittal deadline. Those listed as ‘Non-Responsive’ in Table 1 failed to meet that deadline.

The project’s construction cost was originally estimated at $800,000 per the engineer’s estimate received in early 2026. Based on the lowest responsive bid amount received of $1,110,000 and including other construction items such as labor and compliance, construction management, and material testing, the revised project cost is anticipated at approximately $1,150,000.

The revised construction costs are significantly higher than the available funding approved for this project as shown in Table 2 below.

TABLE 2 – AVAILABLE PROJECT BUDGET SUMMARY
Funding Source Available Funding
CIP 26-10, ROW Turf Conversion (General Fund) $171,671
SoCal WaterSmart Reimbursement Grant $407,637
EMWD Reimbursement Grant $102,485
TOTAL $681,793
Given higher than expected construction costs, an additional $468,207 would be required to move forward with the project. The City would be responsible for covering the remaining amount which would require an additional appropriation from the General Fund to proceed with this project.

After further review, staff concluded that there are specific bid items listed on the bid documents that can be removed to significantly lower the cost of the project. To mitigate the potential for similar bid results, staff would make modifications to the project’s plans. By re-bidding the project, staff is hopeful that it will be able to obtain a cost closer to the project’s approved budget.

Public Contract Code § 20166 allows a legislative body in its discretion to reject any bids and readvertise. In an effort to accommodate the project’s current available funding, the City must reject the submitted bids and rebid the project. The attached Notice of Intent to Cancel Bid has been posted on Planetbids. If bid rejection is approved, a notification confirming rejection of all bids would be sent to the firms listed in Table 1.
