RECOMMENDED ACTION

1. Review the recommendation from the Veterans and Military Families Advisory Committee (VMFAC) to increase the Military Banner Program Policy banner replacement guarantee from one year to two years; and

2. Adopt the amended Military Banner Program Policy (Policy No. CC-30) to incorporate the increase of the Military Banner Program replacement guarantee from one year to two years.

DISCUSSION
The Veterans and Military Families Advisory Committee (VMFAC) promotes public service and community engagement to support local service members and their families. The Committee reviews proposals for programs, projects and facilities pertaining to veterans and military families, and acts in an advisory capacity to the City Council to implement military/veteran-oriented directives related to City projects and policies. This responsibility includes the ongoing review of the Military Banner Program.

As part of its scheduled meetings over the past six months, the VMFAC reviewed and discussed various components of the City’s Military Banner Program. The Committee’s discussions focused specifically on the following:
•Banner Renewal Process – Review of the current renewal process and considerations for improving the process for existing banner recipients. •Expanded Participation Options – Discussion regarding potential expansion of eligibility requirements, including residency requirements and opportunities for participation by military and veteran organizations.
•Program Locations – Review of the current locations of Military Banner displays and consideration of potential additional or alternative locations.

As part of its review, the VMFAC considered supporting information and materials related to each of these program components. The materials reviewed by the Committee are included as attachments to this report.

Banner Renewal process
At the February 23, 2026, special meeting, the VMFAC reviewed the Military Banner Program renewal process and considered extending the standard two-year display period to four years.

After evaluating the associated maintenance costs, program administration impacts, and reduced availability of banner locations for new applicants, the Committee determined that maintaining the existing two-year display period was preferable.

The Committee unanimously recommended extending the City’s banner replacement guarantee from one year to two years to provide additional assurance to participating families while maintaining program turnover and access for new applicants. In the proposed policy change, the City would be responsible to replace known banners that are damaged or destroyed due to age, vandalism, accidents, or any acts of nature during the 24-month period. The proposed amended policy reflecting the recommended change is attached to this staff report for review.

The City currently has an existing contract with Dekra-lite for the Military Banner Program, which includes banner replacement. The estimated fiscal impact associated with extending the replacement guarantee is not expected to exceed $1,800.

Expanded participation options
At the June 15, 2026, regular meeting, the VMFAC reviewed potential options for expanding participation in the Military Banner Program, including allowing non-residents to participate and permitting military and veteran organizations to purchase and display banners promoting their organizations. After considering eligibility requirements, program costs, banner locations, application procedures, and other policy considerations, the Committee unanimously recommended maintaining the current residency requirement for Menifee residents. The Committee also unanimously voted not to expand the Program to include military or veteran organizations.

Program Locations
At the July 20, 2026, regular meeting, the VMFAC reviewed the current Military Banner Program locations, including the history of the Program’s transition from a Citywide display area to designated high-visibility locations within each of the four City Council districts. Staff also provided information regarding the exclusion of Murrieta Road, including physical obstacles, sufficient capacity within the existing program area, and the potential impact on the Program’s visual effectiveness.

The Committee received the information and took no action regarding the current Program locations.
