RECOMMENDED ACTION
1. Approve and authorize the City Manager to execute Amendment No. 3 to the Software Services Agreement (SSA) with EnCodePlus, LLC for the Standard90° EnCodePlus software increasing the amount by $57,360 for a total not-to-exceed amount of $191,610 and extending the agreement term through August 11, 2029.
DISCUSSION
Since 2018, the City has used EnCodePlus, LLC to publish and manage its zoning, land-use, and development standards online. EnCodePlus, LLC provides residents, property owners, developers, and City staff with a searchable and user-friendly way to access this information.
The City’s current agreement with EnCodePlus, LLC is scheduled to expire in August 2026.
Renewing the agreement would prevent an interruption in service, ensure continued access to the City’s online development code, and support the Community Development Department’s efforts to provide a more accessible and efficient development review process.
As the City continues to experience growth and respond to increasingly complex state housing requirements, its online development code must continue to evolve beyond a digital document repository. The proposed renewal would also support improvements that make it easier for users to identify the development standards that may apply to a property or proposed project before submitting an application.
Providing clear information earlier in the development process may help reduce incomplete or non-compliant applications, improve customer service, and allow staff to review projects more efficiently. It may also reduce the time that staff spends responding to routine inquiries, allowing them to focus on project review, technical assistance, and long-range planning.

Staff recommends the City Council approve the proposed SSA Amendment No. 3 with EnCodePlus, to ensure continued access to the City’s online development code and support improvements to the platform. These improvements would make it easier for residents, developers, and City staff to find and understand the development standards that apply to a property or proposed project.

FISCAL IMPACT
The fiscal impact for the proposed SSA Amendment No. 3 with EnCodePlus, LLC is $57,360 with a total not-to-exceed amount of $191,610. Funding for Fiscal Year 2026/27 of the proposed agreement is available within the approved IT Software budget expense account (1110-ITD- 651353). Funding for the subsequent fiscal years will be budgeted into each respective annual budget. No additional budget appropriation(s) are required for this action.
