DISCUSSION
Minor Ranch LLC (Developer) is the owner of Tract Map 38994 (TM38994), also known as Menifee Valley Phase 1 Residential (Project), is a proposed subdivision of 236.7 gross-acres for residential purposes. The Project is generally located west of Briggs Road and north of Matthews Road, as shown in the attached Project Map.
TM38994 is a part of the larger Menifee Valley Specific Plan. The map creates residential lots within Planning Areas 1 and 2 of the Menifee Valley Specific Plan, and it creates parcels for the public park in Planning Area 7A and the public open space in Planning Area 7B.
TM38994 was administratively approved on July 29, 2025. The Development proposes 448 residential lots with public roads, a private recreation center, a public park, public trails, and open space. The map also creates four parcels in the northern portion of the site for a future subdivision as the Menifee Valley Residential Phase 2 project.

FISCAL IMPACT
There is no fiscal impact associated with the recommended action. The Developer has paid all necessary fees associated with review of TM38994. The Deferral Agreement with Minor Ranch LLC requires annexation into the CFD to be completed prior to the issuance of any building permits within the project. Upon completion of the improvements and subsequent acceptance by the City, ongoing maintenance costs for the improvements would be supported by assessments and through future fiscal year budgets established for the Project’s annexation area within the City’s maintenance CFD.
