-------------------------------------------------------------------------------------------------------------------------------

RECOMMENDED ACTION

1. Accept the Office of Traffic Safety Selective Traffic Enforcement Program Grant in the amount of $160,000 for conducting enforcement activities such as DUI checkpoints and saturation patrols; and

2. Adopt a budget amendment resolution, amending the Fiscal Year 2026/27 budget, appropriating $160,000 of grant funds in revenue and expenditure to a project account as assigned by the Finance Department; and

3. Authorize the City Manager, or his designee, to execute all other grant-related documents to receive and implement the Office of Traffic Safety Selective Traffic Enforcement Program Grant.

DISCUSSION
The Menifee Police Department was awarded $160,000 by the Office of Traffic Safety (OTS) for the Selective Traffic Enforcement Program (STEP) Grant. OTS administers several grant programs, including the STEP Grant. The purpose of this grant is to reduce the number of “driving under the influence” incidents and collisions within the City of Menifee.

The funds received would be used for costs incurred by the Police Department during activities such as driving under the influence checkpoints and saturation patrols. Additionally, the funds would be used toward operational costs and supplies to conduct checkpoints, patrols, equipment, and enforcement activities for distracted driving, traffic, motorcycle safety, pedestrian, and bicycle safety enforcement. The Police Department would also use available funds to send officers to Standardized Field Sobriety Testing Training and to the Advanced Roadside Impaired Driving Enforcement Training.

The grant would help the City achieve its traffic safety goals by supporting public education and outreach efforts, promoting a safer environment for residents and visitors, and reducing the number of people killed and injured in traffic collisions caused by distracted driving, unsafe speeds, and impaired driving involving alcohol or drugs. Through these initiatives, the City will continue to enhance roadway safety, encourage responsible driving behaviors, and improve the overall well-being of the community.

STRATEGIC PLAN OBJECTIVE
Safe and Vibrant Community

FISCAL IMPACT
The fiscal impact from the acceptance of the OTS STEP Grant would result in an increase of $160,000 in federal grant revenue within the Grant Fund (2301-441000) and an appropriation in expenditures to the OTS STEP Grant for Menifee Police Department within the Grant Fund to pay for recoverable overtime (2301-MPD-17056-650205), supplies (651501), and training (652211).

OTS would reimburse any costs incurred that are within the guidelines of this grant. No match by the City would be required.
