RECOMMENDED ACTION

1. Adopt a resolution authorizing the City of Menifee to submit an application for the California Strategic Growth Council Community Resilience Centers Program Implementation Grant for the Menifee Community Center, Capital Improvement Program (CIP) Project No. 23-10; and

2. Authorize the City Manager, or their designee, to execute all necessary grant related documents, if awarded.

DISCUSSION
The future Menifee Community Center, CIP Project No. 23-10, represents one of the City's signature civic investments and will serve as a year-round destination for recreation, arts and culture, education, community engagement, and emergency preparedness. Located at the intersection of Menifee Road and La Piedra Road adjacent to the Menifee Library, the site was transferred to the City by the County of Riverside in 2023 to support future public use and expand access to community-based amenities. The facility was designed by TSK Architects in 2025 following an extensive community outreach and engagement process, resulting in a construction- ready project pending the identification of implementation funding. As shown in Image 1 on the following page, the Community Center was intentionally designed as a flexible, multi-use facility capable of meeting the City's evolving recreational, cultural, educational, and emergency response needs for decades to come. This flexibility positions the facility to serve both as a year- round community resource and as a Community Resilience Center during emergencies.

IMAGE 1 – MENIFEE COMMUNITY CENTER CONCEPT RENDERING (APRIL 29, 2025) The Community Center has been designed to support performing arts, arts education, recreation, fitness, meetings, and community events through flexible programming spaces including a visual and performing arts room, multi-purpose meeting rooms, an exercise studio, catering kitchen, office and support areas, outdoor gathering spaces, and on-site storage. In addition to its everyday community functions, the facility has been designed to serve as a Community Resilience Center capable of supporting residents during extreme weather events, power outages, wildfire smoke events, and other emergencies. The building also incorporates sustainable design principles and energy-efficient infrastructure that align with the goals of the Community Resilience Centers Program.

The Community Resilience Centers (CRC) Program, administered by the California Strategic Growth Council, provides funding for the planning, construction, and retrofit of community-serving facilities that deliver year-round community programs and services while supporting emergency response during climate-related events. Program objectives include expanding local resilience, improving emergency preparedness, fostering community partnerships, and mitigating the public health impacts associated with extreme heat and other climate-related emergencies.

The Menifee Community Center is well positioned to advance the objectives of the Community Resilience Centers Program. The Project is construction-ready, incorporates sustainable building features, provides year-round community programming, and has been intentionally designed to function as a Community Resilience Center during emergencies. To further strengthen the application, the City is developing partnerships with local nonprofit organizations and the Riverside County Workforce Development Board to expand year-round programming, workforce development opportunities, and community resilience services. The City has also committed

funding toward development of the Community Center through CIP Project No. 23-10, demonstrating its long-term commitment to delivering this important community asset.

Approval of the attached proposed resolution authorizes the submission of an application for up to $10 million in Community Resilience Centers Program Implementation Grant funding and designates the City Manager, or designee, to execute all documents necessary to apply for and administer the grant if awarded. Approval of this item does not commit the City to accepting grant funds or appropriating additional local funding beyond existing City Council-approved appropriations for CIP Project No. 23-10.

FISCAL IMPACT
Approval of the recommended action does not have an immediate fiscal impact and does not appropriate additional funding. The Menifee Community Center project currently has approximately $4 million in previously committed funding for CIP Project No. 23-10. If awarded, staff will return to the City Council with a recommendation to accept the grant and identify any additional funding necessary to complete the project.
