RECOMMENDED ACTION
1. Approve and authorize the City Manager to execute Contract Change Order No. 2 with Riverside Construction Company, to increase the compensation by $986,533.91, for a total contract amount not-to-exceed $5,262,394.89, for the McCall Boulevard Widening Project, Capital Improvement Program (CIP) Project No. 22-03.
DISCUSSION
Background
The McCall Boulevard (McCall) Widening Project, CIP Project No. 22-03 (Project), is located on the section of McCall between Oakhurst Avenue and Junipero Road. The existing roadway consists of two lanes for approximately half a mile before expanding to a four-lane roadway. There is a need for additional vehicle lanes to support current and future traffic volumes due to the increased residential and commercial development in the area. Under the City’s General Plan, this segment of McCall is designated as an arterial roadway that would ultimately provide six vehicle lanes. The Project consists of widening the existing two-lane portion of McCall into a four- lane corridor and establishing horizontal and vertical alignments to meet the requirements of the California Highway Design Manual and City standards.
On May 6, 2026, the City Council approved a Contract Services Agreement (Agreement) with Riverside Construction Company, Inc. (Contractor), in the amount of $4,262,584.00 to construct the Project. Construction work to expand the existing two-lane section of McCall to four lanes began in June 2026. A single Contract Change Order (CCO No. 1) has been administratively approved under the City Manager’s signing authority in the amount of $13,276.98 for additional work required to relocate mailboxes and install silt fencing on properties adjacent to the project.
The not-to-exceed amount of the Agreement as of the date of this report is $4,275,860.98.

The Project is intended to be the first stage of widening McCall until such time as development in the area expands the roadway to its ultimate six-lane width. It is industry standard for utility coordination to occur early in the design phase of roadway expansion projects to determine the need for utility relocations within a project’s footprint. Utility coordination with Southern California Edison (SCE) was initiated for the Project in February 2023 and, at that time, it was determined that seven SCE utility poles would need to be relocated to support the City’s widening of McCall to four lanes. The Project’s design consultant previously coordinated with SCE to finalize a construction work order on September 7, 2023.
Contract Change Order No. 2
On June 26, 2024, Brookfield Properties (Brookfield) notified the City that Menifee Valley Specific Plan (MVSP) development was at the end of the entitlement process, and they requested a coordination meeting with City to discuss the MVSP project. As a condition of approval for the MVSP development, Brookfield is required to widen McCall to its ultimate width (from four lanes to six lanes), which would require the SCE utility poles planned for relocation through the City’s Project to be relocated a second time to support Brookfield’s future widening work on McCall. Due to the limitations created by the topography and field conditions in the McCall area, relocation of the SCE utilities for the MVSP project would require undergrounding them within the new lane improvements currently being constructed via the City’s Project.
To address the utility relocation timing issue, a coordination meeting was held between SCE, Brookfield, and the City to assess the most cost-effective, and community friendly, way to move forward with the SCE pole relocations. A strategy was formulated to relocate the SCE poles only one time by placing them at their ultimate location within the McCall roadway. Being that the City Project is in active construction, and the SCE utilities will ultimately need to be undergrounded within McCall, the City requested an estimate from the Contractor to perform the utility relocations as part of the City’s Project. The Contractor has provided the proposed CCO No. 2 in the total amount of $986,533.91 to complete the relocation/undergrounding work for the SCE utilities.
Pursuant to Resolution No. 25-1569 and Menifee Municipal Code §3.12.150, amendments or change orders in the aggregate amount greater than 10% of the agreement amount, or that exceed the City Manager’s signing authority, shall be approved by the City Council. The first CCO (CCO No. 1) to the Project in the amount of $13,276.98 was less than .01% of the original Agreement amount and, as such, was administratively approved under the City Manager’s authority. All Project CCOs, including CCO No. 2, are summarized in Table 1 on the following page.

FISCAL IMPACT
The fiscal impact of the proposed CCO No. 2 with the Contractor is $986,533.91, increasing the total not-to-exceed amount of the Agreement to $5,262,394.89. Funding for the proposed CCO No. 2 is available in the approved Fiscal Year 2026/2027 budget within the Capital Projects Fund funded by the Measure A Regional Arterial (MARA) funding (4320-PWD-CIPS-900-17004- 690050), Transportation Uniform Mitigation Fee (TUMF) Fund (4320-PWD-CIPS-900-02310- 690050), and Measure A Fund (4320-PWD-CIPS-900-02220-690050). Costs associated with proposed CCO No. 2 will be charged to the project strings as summarized in Table 2 below.
