Construction is approximately 80% complete and is on schedule, with project completion anticipated in Fall 2026. Once completed, the state-of-the-art bridge will mitigate seasonal flooding during rain events and provide reliable north/south access on Bradley Road, improving safety by eliminating motorists traveling through moving stormwater and help ensure faster response times for first responders serving the Menifee community.

The City’s updated 2025-2030 Pavement Management Program (PMP) was approved by the Council in February 2026. Staff continues to move forward with implementation of annual slurry and roadway resurfacing projects. In June 2026, the second phase of the FY 2025/2026 Local AC Resurfacing project began construction in the Lazy Creek area. The crack seal portion of the FY 2025/2026 Slurry Seal Project was completed May 2026, with the slurry portion of the project anticipated in early Spring, 2027. Design work for the Mapes Road and Antelope Resurfacing projects continues to move forward with both projects expected to begin construction in FY2026/2027.

Unique Identity
The Placemaking, Unique Identity and Tourism Master Plan (adopted at the November 5, 2025 Council meeting) is now guiding implementation planning for future projects, programming, partnerships and development initiatives.

The regional events assessment was completed as part of Placemaking, Unique Identity and Tourism Master Plan, and Staff has issued a Request for Proposals (RFP) for Event Management and Production Services to program events and large concerts at the Central Park Amphitheater.

The first signature event is anticipated to take place during FY 2026/2027 to coincide with the opening of the Central Park Amphitheater.

Menifee TV aims to deliver quality local programming, public meetings, and Public Service Announcements (PSA). During this reporting period, 38 original content videos were produced. This includes livestreaming of Menifee Town Halls and Countdown 250 highlighting America's 250th birthday at the City's annual Independence celebration. The team also provided several project updates on Bradley Bridge, the Paloma Pedestrian Bridge, and the installation of Menifee's new Christmas Tree. Communications staff also transform content from these videos into engaging posts for the City's YouTube, Facebook, and Instagram social media platforms.

Website Upgrade: The City released a Request for Proposals (RFP) this spring for a redesign and replacement of the City’s website and mobile application. A consultant has been selected, and the project will commence in the next reporting period (July 2026).

In anticipation of the future opening of the Central Park Amphitheater, activation of the Civic Plaza has begun. Event programming has also begun with the return of the Menifee Trading Post Night Markets at Central Park.

Thriving Economy
Business Development: The City’s Comprehensive Economic Development Strategy (CEDS) was approved and adopted during this reporting period, and staff are now utilizing it to evaluate the City’s workforce needs, consider opportunities for strategic partnerships, and identify potential business incentive programs.

As growth continues in Menifee, the City continues to prioritize the diversification of our revenue streams. This proactive approach focuses on identifying opportunities to fund and support City operations and service needs. In support of this strategy, the City is in the process of the formation of a Public Safety Community Facilities District (CFD) to secure long-term funding for essential public safety services. Once established, the CFD will serve as a mechanism for ensuring that future residential developments fiscally support the additional impact to public safety service demands associated with community growth.

The Urban 3 Land Use Financial Analysis completed in December 2025 has advanced into Phases 2 and 3. As these next phases progress, the City will gain additional insights into land use opportunities, fiscal impacts, and infrastructure considerations to help identify priority businesses, appropriate incentive tools and strategies to attract investment that supports a diverse and sustainable economy.

During this reporting period, the City issued Certificates of Occupancy for 17 new businesses (storefronts) in the retail, commercial and industrial sectors and issued 222 new home occupation business licenses.

Community Development: When completed, the following projects under construction will help to diversify the City’s revenue streams to support municipal services and long-term financial sustainability:
Kaiser Permanente Medical building - 53,108 sq ft of medical office space Medical office of Brian Nguyen - 9,103 sq ft of medical office space Planet Fitness - 16,500 sq ft of commercial fitness space The following projects are under construction document review:
Stacked Farm - 126,211 sq ft of industrial vertical farming space Caliber Collision - 20,217 sq ft of auto repair space
Dutch Bros Coffee - 1,117 sq ft of retail space
Southwest Traders - 229,934 sq ft of industrial/warehouse space The City recently completed the streamlining of the Temporary Use Permit (TUP) review process to improve efficiency, reduce processing time, and minimize costs to the public. Staff are now able to fast-track all City and public event permits through a single, unified review process.

Safe and Vibrant Community
In its 2026 Safest Cities report, the safety advisory group Safewise again named Menifee as one of the safest cities in California (moving up one spot to #17 on the ranked list) and it is the third year in a row the City has been included in the top 20 safest California cities (#18 in 2024 and 2025). This achievement is the result of the City’s ongoing commitment to provide a safe and vibrant community.

The City Council awarded the agreement to develop a Citywide Safety Master Plan (Plan) to Kimley Horn and Associates, Inc. in January 2026, and the planning effort is well underway.

Managed by the new Strategic Programs and Initiatives department, the Plan development kicked off with a comprehensive review of existing City plans and safety documents and department interviews; the emergency response performance assessment and crime and safety metric assessment are now underway. Plan completion is anticipated for December 2026.

Emergency Management: Earlier this year, the responsibility for services previously performed by the Emergency Medical Services (EMS) Specialist under the City's Cooperative Agreement with the County of Riverside transferred to the Riverside County Emergency Management Department (EMD). In April 2026, the City entered into a contract with Riverside County EMD to provide one full-time Emergency Services Coordinator (ESC).

In the next reporting period, the new ESC will assume the responsibilities of the previous EMS Specialist position while managing new strategic initiatives designed to bolster the City’s preparedness. By centralizing these efforts, the ESC position adds value through improved operational efficiency and reduced strain on existing departmental resources.

STRATEGIC PLAN OBJECTIVE
The Strategic Plan Implementation Plan Update addresses all the Strategic Plan objectives.

FISCAL IMPACT
There is no fiscal impact associated with the recommended action. The costs associated with the implementation of each of the Strategic Plan elements are incorporated within the City’s Operating and CIP budgets.
