CITY OF MENIFEE
SUBJECT: Title VI Implementation Plan Adoption
MEETING DATE: August 19, 2026
TO: Mayor and City Council
PREPARED BY: Mandy Stephens, Management Analyst

RECOMMENDED ACTION

1. Adopt a resolution adopting the Title VI Implementation Plan and authorizing the Deputy Public Works Director/City Engineer to perform the duties as the Title VI Coordinator.

DISCUSSION
Title VI of the Civil Rights Act of 1964 is a federal law that prohibits recipients and sub-recipients of federal financial assistance, including government agencies, from discriminating on the basis of race, color, or national origin in their programs or activities. Compliance with Title VI is a mandatory condition of receiving and maintaining federal funding. Federal agencies are required to enforce these provisions, and the United States Department of Transportation oversees compliance for transportation-related funding.

The City’s Title VI Implementation Plan (Plan) establishes the framework for demonstrating and maintaining compliance with federal requirements. Without an adopted and implemented Title VI Plan, the City risks losing eligibility for current and future federal funding opportunities. The Plan designates a Title VI Coordinator responsible for administering compliance efforts, including:
•Providing training to staff
•Ensuring public accessibility of Title VI information, including multilingual materials •Displaying a “Notice of Rights”
•Monitoring and tracking any Title VI-related complaints •Ensuring the point to speak language card is available at all City facility front counters (Exhibit C of the Plan)
The City Manager is responsible for ensuring compliance with Title VI and related non- discrimination statutes, requiring adherence from all City employees, contractors, and agents in accordance with the Code of Federal Regulations (CFR), as well as overseeing public information and outreach efforts.

The City has designated the Deputy Public Works Director/City Engineer as Title VI Coordinator.

The Title VI Coordinator has direct access to the City Manager and Department Directors to ensure effective implementation and oversight of the City’s Title VI Program. Following the adoption of the proposed resolution, the Plan will be made publicly available and posted on the City’s website.

Adoption of the Plan is essential to maintaining the City’s eligibility for federal funding. Compliance with Title VI and related non-discrimination requirements is a prerequisite for receiving funds from the Federal Highway Administration. These funds are critical to supporting the City’s infrastructure projects, including roadway maintenance and improvements. Failure to comply could result in the loss or suspension of federal funding, directly impacting the City’s ability to deliver and maintain essential infrastructure.
