RECOMMENDED ACTION
1. Award bid and authorize the City Manager to execute a Contract Services Agreement with Estate Design and Construction to perform construction services for the Banner Village Playground Project, Capital Improvement Program (CIP) Project No. 27-04, located at the corner of Domenigoni Parkway and Lindenberger Road, in a total not-to-exceed amount of $159,700.
DISCUSSION
Banner Village Park opened in May 2024 to serve residents and visitors of the City of Menifee.
Located at the corner of Domenigoni Parkway and Lindenberger Road, the 4.86-acre park features a variety of amenities, including the City's first splash pad, four picnic shelters, a basketball court, restrooms, a parking lot, and expansive open green space. To further enhance recreational opportunities at the park, Capital Improvement Program (CIP) Project No. 27-04, Banner Village Playground (Project), was approved to fund the installation of a new playground.
On November 5, 2025, as part of the Project and under the City Manager’s signing authority, the City purchased the playground structure from Gametime. The purchase was made possible through a 50% match discount provided to the City by Gametime. On November 17, 2025, the City issued a purchase order to BMLA Inc. to complete the design, specifications, and construction documents for the installation of the playground and the surrounding features. Image 1 on the following page shows a rendering of the proposed playground.
