Brey, Inc. DBA MBE Construction, We R Builders, Inc., Access General Contracting, Inc., and Van Engineering for as-needed on-call concrete services in an amount not-to-exceed $275,000 each for a five-year term ending June 30, 2031; and

DISCUSSION
The Public Works Streets Division (Streets) is responsible for the maintenance of public rights-of- way, sidewalk repairs, drainage infrastructure, and other essential public safety-related facilities that do not meet Capital Improvement Program criteria. Contracting these services provides flexibility to complete repairs in a timely manner when the required work exceeds staff capabilities, requires specialized expertise, or cannot be accommodated within existing work schedules.
In an effort to streamline processes and ensure the highest and best use of available resources, staff is proposing to establish an approved short list of pre-qualified vendors to perform concrete repair and replacement services on an as-needed basis. Each approved short list vendor would enter into a contract services agreements for on-call concrete services (Agreement) for a five- year term with a predetermined not-to-exceed amount for the full Agreement term. The proposed Agreements contain a provision stating that the continuance of the Agreement is contingent on

the allocation of funding in the City’s annual budget for services and would allow for termination without breach if no funding or insufficient funding is allocated for the Agreement each year.
On-Call Concrete Services Approved Short List
On April 14, 2026, staff administered a Request for Qualifications (RFQ) process to establish an approved short-list of qualified firms for on-call concrete services. RFQ responses were due on May 18, 2026, and a total of seven proposal responses were received. Staff conducted a comprehensive evaluation of the proposals, and based on the results of the RFQ evaluation, four contractors were determined to possess the qualifications necessary to perform on-call concrete services for the City.
If approved, the City would enter into an Agreement with each approved short-list vendor for a five-year term and in an amount not-to-exceed $275,000 for the full term of each Agreement. The proposed not-to-exceed amount for each vendor was reviewed and recommended based upon the type of service to be provided, and the projected use of services anticipated to be required over the Agreement term. The proposed Agreements are designed for the performance of concrete services only and would not be used for any contract or public work requiring formal or informal bidding pursuant to the City’s Municipal Code or state law. A summary of the firms, and the five-year not-to-exceed amounts are summarized in Table No. 1 below.
