DISCUSSION
The League of California Cities (Cal Cities) will be holding its Annual Conference and Expo in Anaheim, California from September 23-25, 2026. Every year Cal Cities convenes a member- driven General Assembly which provides city officials a chance to participate in the development of Cal Cities policy. For the City of Menifee to vote on matters during the General Assembly, a voting delegate and alternate must be appointed. To qualify as the voting delegate and alternate, the appointees must be registered to attend the conference. Mayor Estrada and Councilmember Temple are currently registered to attend this year’s annual conference.
During the General Assembly, scheduled for Friday, September 25, 2026, voting delegates will have the opportunity to debate and consider general and petitioned resolutions forwarded by the Resolutions Committee.
This year, one general resolution has been submitted for review and consideration. It is recommended that the City Council review and discuss the resolution in advance and establish the City’s position to ensure the designated voting delegate and alternate are prepared to

represent the City’s position during the General Assembly. Additional resolutions may be submitted up to the day of the General Assembly. If additional resolutions are introduced, the City’s designated voting delegate, or alternate in their absence, will be responsible for casting votes on behalf of the City.
Proposed General Resolution
A Resolution of the General Assembly of the League of California Cities Calling For A Working Group To Consider A State Constitutional Amendment or Other Form of Initiative to Ensure Final Local Authority Over Housing and Land Use Decisions.
The City of Murrieta is sponsoring the proposed resolution in response to concerns that state laws have increasingly limited local discretion over housing and land use decisions. These laws include requirements for ministerial or by-right approval of certain housing projects, restrictions on the application of local development standards, and expanded state enforcement mechanisms affecting local governments.
The proposed resolution does not outline a specific approach or call for action. The resolution instead calls for the support and creation of a statewide working group to study and develop strategies for potential action by the November 2030 General Election. The proposed resolution seeks to restore and strengthen local government authority over housing and land use decisions in California. It supports a constitutional amendment or other statewide strategy that would preserve local control over general plans, zoning, density, development standards, project siting, and housing approvals, while maintaining the state’s authority to establish broad housing goals and enforce statewide standards.
The attached packet from Cal Cities includes the proposed resolution, Cal Cities’ analysis, and supporting letters submitted by the following cities and representatives. •City of Banning
•City of Calimesa
•City of Canyon Lake
•City of Moreno Valley
•City of Norco
•City of Torrance
•Crystal Ruiz, Mayor, City of San Jacinto
•Jessica Alexander, Mayor, City of Temecula
It is important to note the proposed resolution is in alignment with the City Council’s adopted Legislative Platform, particularly its policy of preserving local control. The Platform supports measures that preserve and protect the City’s authority over local affairs and specifically supports legislation that strengthens local control over land use, responsible growth, development, zoning, and related decisions, while opposing measures that limit or restrict local land use decision- making authority. The proposed Cal Cities resolution is consistent with these policy objectives by seeking to strengthen local government authority over housing and land use decisions while maintaining the State’s ability to establish broader housing goals and standards.

The attached packet indicates that appointments of city delegates and alternates were to be made by September 1, 2026. However, due to the delayed distribution of the proposed resolution, City staff confirmed with Cal Cities staff that notification of the City’s appointed delegate and alternate will still be accepted after the September 1, 2026 deadline.
Petitioned Resolutions
A petitioned resolution is an alternate method to introduce policy proposals during the annual conference. To initiate a petitioned resolution, voting delegates from 10% of member cities must sign the petition. The resolution and signatures are due at least 24 hours before the beginning of the General Assembly.
Petitioned resolutions could still be submitted during the annual conference and would need to be considered and voted on during the General Assembly.
