DISCUSSION
The Citywide Traffic Signal Safety Improvements – Local Road and Safety Program (LRSP), CIP Project No. 24-01 (Project) would install retro-reflective back plates at all traffic signals in the City to provide greater visibility for drivers. The Project would also install battery back-up equipment at several signal locations, as well as a leading pedestrian interval system at selected intersections identified as having heavy pedestrian use.
On January 17, 2024, the City Council accepted $1,555,704 in Cycle 11 grant funds awarded to the Project through the 2023 Highway Safety Improvement Program (HSIP) administered by the California Department of Transportation (Caltrans). The HSIP grant funding is allocated by phase as a project progresses and supports 90% of eligible costs for Preliminary Engineering (PE) and Construction/Construction Engineering (CON) phases of the Project. HSIP funding in the amount of $162,000 was appropriated by the City Council for the PE phase at the time of the grant funding acceptance. HSIP funding amounts and required 10% City match amounts associated with the Project are summarized by phase in Table 1 on the following page.

HSIP Cycle 11 grant funding for the PE and CON phases of the Project were previously accepted by the City to support Project costs, but only HSIP funding for the PE phase of the Project was appropriated at that time. Two budget amendment resolutions appropriating $1,393,704 are now necessary to reflect revenues and expenditures for the CON phase portion of the HSIP grant funding. Table 4 summarizes the budget amendment actions proposed.
