RECOMMENDED ACTION
1. Award bid and authorize the City Manager to execute a Contract Services Agreement with Universal Wiring Corp to perform construction services for the Sports Lighting at EL Pete Petersen Park Project, Capital Improvement Program (CIP) Project No. 26-08 and for the Sports Lighting at Hidden Hills Park Project, CIP Project No. 26-09 in a total not-to-exceed amount of $422,500.
DISCUSSION
The City of Menifee places a high priority on providing field access for youth and adult sports organizations, as well as supporting City-operated recreation programs such as the flag football league. Each year, approximately 30 applications are submitted for the use of multi-purpose fields. During the fall and winter seasons, most organizations request lighted fields to accommodate earlier sunsets and evening play. Currently, the City has four lighted multi-purpose fields, which limits staff’s ability to accommodate all requests and reduces available field access for residents. In addition to the demonstrated demand from local organizations, the need for additional lighted fields is identified in the Parks Master Plan. Installing additional field lighting would significantly expand playable hours during the fall and winter months and improve access to recreation opportunities for the community.
CIP Project No. 26-09 Sports Lighting at Hidden Hills and No. 26-08 Sports Lighting at E.L. Pete Petersen were approved by Council to fund the purchase and installation of sports field lighting at the two City maintained parks. At the March 18, 2026 City Council meeting, the City Council approved the purchase of sports field lighting for both parks. This item is for the installation of those lighting fixtures.

After full review of the documents, staff found that the lowest apparent bidder, Universal Wiring Corp, met the requirements for recommendation as the lowest responsive and reasonable bidder.
Universal Wiring is a California-based company that holds an active registration with the Department of Industrial Relations (DIR).
Pursuant to the bid documents, bidders may file a bid protest within five business days from the release of the Notice of Intent. On August 4, 2026, FEC Electric, Inc. submitted a formal protest letter. At issue from the bid protest received was determining whether the lowest apparent bidder, Universal Wiring Corp., failed to meet the “responsive” and/or “responsible requirements”.
Following review and analysis of the protest and consultation with legal counsel, the City determined that the concerns addressed in the protest were either not valid and/or would not result in the disqualification of Universal Wiring Corp as a responsive and responsible bidder for the Project.
The cost of the construction contract is $422,500. Labor compliance, construction management, and material testing services are currently being procured and are expected to increase the project construction costs by $72,177 to an anticipated total construction cost of $494,677.
