RECOMMENDED ACTION

1. Award bid and authorize the City Manager to execute a Contract Services Agreement with Alfaro Communications Construction Inc. for construction services for the Menifee Road/Fire Station No. 76 Entrance Traffic Signal, Capital Improvement Program (CIP) Project No. 23- 09, located at the intersection of Menifee Road and Diamond Road, in total not-to-exceed amount of $498,590.10.

DISCUSSION
The Menifee Road/Fire Station No. 76 (FS 76) Entrance Traffic Signal Project, CIP Project No. 23-09 (Project), is located at the intersection of Menifee Road and Diamond Road and would provide installation of a new traffic signal, upgrade of pedestrian Americans with Disabilities Act (ADA) ramps, installation of signage and striping improvements, and asphalt concrete pavement improvements. The existing three-way intersection is currently controlled by a stop sign on Diamond Road where the Fire Apparatus enters onto Menifee Road that delays response time for the Fire Department. The Project would also provide signal pre-emption for FS 76 minimizing delays for the Fire Department when exiting FS 76 in response to emergency calls.

The City administered a formal competitive bid process for the advance purchase and delivery of traffic signal equipment required for the Project. The bid process resulted in a purchase order being issued in the amount of $127,874 for the procurement of the traffic signal and lighting poles, dual meter service cabinet, traffic controllers, and all necessary traffic signal accessories. Any remaining traffic signal accessory items are to be provided by the construction contractor.

On August 3, 2026, an electronic bid opening was held following the administration of a formal competitive bid process for Project construction services. A total of 16 bids were received as summarized in Table 1 on the following page. As part of the bidding process, a hard copy of the
