The City Council will consider the following project at a public hearing:

Project Description: Planning Application No. 2019-017 for the Menifee Village Specific Plan, Amendment No. 7 proposes various modifications to Planning Areas (PA) 3-1, 3-2, 4-3, and 4-4 that incorporate changes to Commercial, Community Facility Centers, Residential and Open Space along with various textual changes to support the proposed specific plan amendment. Modifications include relocation of approved but unbuilt units within the Specific Plan to Planning Areas (PA) 4- 3A and 4-4A, adding 8-14 dwelling units per acre as a new density range for PA 4-3A and 4-4A, the addition of 4 newly designated open space lots to preserve hillsides, modifications to planning area boundaries, and proposes the change of PA 3-2 Community Facilities to Commercial. Text changes include tying PA 4-3A and 4-4A to the City of Menifee Municipal Code Medium High Density Zoning (MHDR) for development standards and allowed uses along with tying PA 3-1B, 3-2A and 3- 2B to the City of Menifee Municipal Code for Commercial Retail (CR) for development standards and allowed uses. With the addition of the Commercial Retail zone being used for PA 3-1B, 3-2A and 3-2B, the project proposes modify the permitted uses.

Environmental Information: A Program Environmental Impact Report (PEIR) for the approved Project was certified by the County in 1981 (State Clearinghouse No. 1986112407). The Certified Program EIR addressed potential impacts to the physical environment that would or may occur from implementation of the approved Project. An Addendum to the Certified PEIR has been prepared in accordance with Sections 15162 and 15164 of the California Environmental Quality Act (CEQA) Guidelines. The City, as the lead agency under CEQA, has prepared an Addendum to the Certified PEIR to consider environmental impacts associated with proposed Specific Plan Amendment, which would entail changes to the Approved Menifee Village Specific Plan Planning Areas 3-1, 3-2, 4-3 and 4-4. The amendment proposes changes to the aforementioned Planning Areas including, the re-allocation of unbuilt units, modified boundaries, addition of a new density range (8-14 du/acre) and textual changes.

The Addendum examines whether, as a result of any changes or any new information, a subsequent EIR may be required.

The proposed changes that would result from the development of the proposed Project would not result in any of the conditions outlined in CEQA Guidelines Sections 15162(a)(1) to (3) because the proposed changes would not result in new significant environmental effects or a substantial increase in the severity of previously identified significant effects requiring major revisions to the Certified EIR, and, as explained herein, no new information of substantial importance meets any of the conditions in CEQA Guidelines Section 15162 (a)(3). Accordingly, this Addendum provides the substantial evidence required by CEQA Guidelines Section 15164(e) to support the finding that a subsequent EIR is not required and an addendum to the Certified EIR is the appropriate environmental document to address changes to the proposed Project.

The Addendum to the EIR, as well as all its technical appendices, can be accessed for review on the City website:
https://www.cityofmenifee.us/325/Environmental-Notices-Documents. A hard copy of the Addendum can be viewed at:

Menifee City Hall – 29844 Haun Road, Menifee, CA 92586.

The Project site is not included on a list of hazardous materials sites compiled pursuant to Government Code Section 65962.5 (California Department of Toxic Substances Control list of various hazardous sites).

Any person wishing to comment on the proposed Project may do so in writing between the date of this notice and the public hearing and be heard at the time and place noted above. All comments must be received prior to the time of the public hearing. All such comments will be submitted to the City Council, and the City Council will consider such comments, in addition to any oral testimony, before making a decision on the proposed Project.

If this Project is challenged in court, the issues may be limited to those raised at the public hearing, described in this notice, or in written correspondence delivered to the City Council at, or prior to, the public hearing. Be advised that as a result of public hearings and comment, the City Council may amend, in whole or in part, the proposed Project. Accordingly, the designations, development standards, design or improvements, or any properties or lands within the boundaries of the proposed Project, may be changed in a way other than specifically proposed.
