Chairperson McBRIDE called the meeting to order at 1:40 p.m.

M/S FRAZIER - CARDOSO, and carried by unanimous voice vote, to approve the Minutes of January 16, 2020, as submitted.
COMMUNICATIONS
None.
ITEMS
4.1 Site Plan Application #453, submitted by Miguel and Rosario Gaeta, property owners, to allow an event center for social gatherings at 227 W. Main Street, Suite #200, within a Central Commercial (C-C) Zone.
Associate Planner MENDOZA-GONZALEZ reviewed
application. Refer to Draft Site Plan Resolution #453 for further information.

The applicant and his engineer were in attendance to answer questions from the Committee.
M/S FRAIZER - CARDOSO, and carried by the following vote, to adopt Environmental Review #20-01 (Categorical Exemption), and approve Site Plan Application #453, subject to the Findings and twenty-eight (28) conditions set forth in Draft Resolution #453:

ABSENT: None
4.2 Site Plan Application #454, submitted by Julie Williams, on behalf of Olivepark Professional Center, property owner, to allow an esthetician salon inside a suite within an existing building (approximately 130 square feet) located at 1180 W. Olive Avenue, within an Office Commercial (C-O) Zone.
Development Services Technician DAVIS reviewed the application.
Refer to Draft Site Plan Resolution #454 for further information.
Amanda Gallegos, property manager, was present with the Applicant to answer questions from the Committee.
Committee Member FRAZIER suggested amending Condition #4 removing the requirement for ventilation systems as the use did not include manicure/pedicure services.
M/S FRAIZER -CARDOSO, and carried by the voice vote, to adopt Environmental Review #20-02 (Categorical Exemption), and approve Site Plan Application #454, subject to the Findings and nine (9) conditions set forth in Draft Resolution #454, with the modification to Condition #4 as follows:
"4) Notwithstanding all other conditions, all construction and improvements shall be in strict accordance with Zoning, Building, and all other codes, ordinances, standards, and policies of the City of Merced.
