within Planned Development (P-D) #74 with a General Plan designation of High-Medium Density Residential (HMD).

Associate Planner NELSON reviewed the application. Refer to Draft Site Plan Resolution #457 and to the Memo to the Site Plan Committee from Associate Planner Nelson dated July 30, 2020 for further information.

The following people joined the meeting via teleconference: Giorgia Russo, of Ginder Development, applicant; Austin Ewell, of the Ewell Group, applicant's representative; Mark Patterson, of California Gold, owner's representative; Jim Xu, of Golden Valley
Engineering, applicant's engineer; and Casey Wilson, City of Merced Fire Department.

There was a discussion regarding the aisle widths in front of the three-story buildings and the height of the garages as it relates to Fire Department access. In response to this discussion, two additional conditions were added (see below).

City Engineer BELTRAN asked about the site plan and the location of Parsons Avenue as it is shown on the site plan. It was determined that Parsons Avenue was shown incorrectly. Therefore, an additional condition was added to require a revised site plan at the Building Permit stage (see below).

M/S FRAZIER-BELTRAN, and carried by the following vote, to adopt Environmental Review #20-10 (Categorical Exemption) and approve Site Plan Application #457, subject to the Findings and thirty-three (33) Conditions set forth in Draft Resolution #457, amending Condition #22 and adding Conditions #34, #35, and #36 as follows:
