4.1 Site Plan Application #472, submitted by Edwardo Beltran, property owner, to allow a restaurant with indoor recreation (such as pool tables, arcade games, darts, bocce ball, etc.) inside an existing Site Plan Review Committee Minutes

building, located at 325 W. Main Street within a Central Commercial (C-C) Zone.
Associate Planner MENDOZA-GONZALEZ reviewed the application for this item. For further information, refer to Draft Site Plan Resolution #472.
Committee Member CARDOSO asked to add a condition to require a right- of-way agreement for the awning over-hanging the public sidewalk. He also asked when the exiting plan for the building would be reviewed. Chief Building Official FRAZIER confirmed that would be part of the plan review for the building permit.
BILL OSMER, Water Quality Control, asked if the damage to ihe rear of the building as shown in a picture in the presentation would be required to be repaired. Chief Building Official FRAZIER stated that it would also be included as part of the pian review for the building permit.
The applicant was not present for the meeting.
M/S CARDOSO-FRAZIER, and carried by the following vote io adopt Environmental Review #21-06 (Categorical Exemption) and approve Site Plan Application #472, subject to the Findings and nineteen (19) Conditions set forth in Draft Resolution #472, with the addition of Condition #20:

"20) The applicant shall obtain an agreement to use City right-of-way for the canopies located above City sidewalk along Main Street. The applicant shall work with the Engineering Department to ensure this process is completed before beginning business operations." AYES: Committee Members Cardoso, Frazier, and Chairperson McBride

4.2 Extension of Vesting Tentative Subdivision Map (VTSM) #1280 ("Bellevue Ranch North, Phases 3 & 4"), for 30 large lots, located on the west side of G Street, north of Bellevue Road.

Senior Planner NELSON reviewed the application for this item. For further information, refer to the memo to the Site Plan Review Committee, dated April 29, 2021.
There was a brief discussion with RICK MUMMERT, applicant's representative, regarding future extensions.
M/S CARDOSO-FRAZIER, and carried by the following vote to grant a three-year extension for Vesting Tentative Subdivision Map #1280, extending the expiration date to June 10, 2024.
