Scope of Services.

1. Scope of Work, Specifications & Requirements
The proposal shall include all required hardware, software, licensing, and subscriptions needed to operate all doors and external systems as listed in Attachment "A" with 750 credentials.

2. The proposal shall include all required software, hardware, licenses, subscriptions needed to replace a single door system that may fail through normal acceptable use. (i.e. one spare on shelf).

3. The successful candidate will provide professional services to rack/stack or turn up, and provide initial Physical Access Control System configuration, including setup of SAMI/SCIM configurations, delegated authority, guest access, reporting, times-based access, and role/group membership-based access.

4. The successful candidate will provide professional services to configure all controllers.

5. The successful candidate will provide professional services to physically install, connect, wire, and troubleshoot twenty (20) controllers of the City's choosing.

6. The successful candidate will provide professional services to train City staff to physically install, connect, wire, and troubleshoot five (5) controllers of the City's choosing.

7. The successful candidate will provide remaining balance of controllers to City staff.

8. The successful candidate will provide a professionally staffed one (1) day training course on the Access Control solution for five (5) City of Merced staff. This training can be vouchers/credits for a training or held on-site or virtually at the City of Merced.

9. The successful candidate will export all credentials from existing ICPAM and import into new access control solution. This includes mapping credentials to SAML IdP identities.

10. The successful candidate will design and build access control policies in the new access control system that closely mirror the policies that are establish in the existing ICPAM system.

EXHIBIT A

11. The system shall support the City's existing credential readers, credentials, strikes, and requests to exits. This includes support to reuse HID Wiegand standard readers and H10302 37-Bit iClass credentials.

12. All attempts shall be made to match controller's door counts to attachment "A." If proposed solution, for example, does not have eight (8) door controllers, two (2) separate four (4) door controllers would be an example of an acceptable alternative.

Conversely, if proposed solution does not have a one (1) or two (2) door controller it would not be an acceptable alternative to have a four (4) door controller requiring additional wiring, control extension, or power cabling back to a new central location.

The proposal must accommodate where the existing ICPAM controllers are currently

13. Controllers should support the ability to be powered (including powering a strike) with POE+, UPOE, or 12/24 DC power.

14. The City desires a system where the controller acceptable temperature operating conditions has a range between 30 to 115 degrees Fahrenheit.

15. Controllers should have the ability to continue to process credential request based upon a local cache database (not just a facility code) if they lose communication with the access control sever. Once communication is resumed, credential reads shall be reconciled with the control system automatically.

16. The system shall have the ability to have a controller close an open/close dry contact based upon credential access. Examples would include but are not limited to fire alarm systems, key bypass for security alarm systems, gate controls.

17. The City desires a solution where the controllers do not need direct network "line of sight" to a control server. Please address in detail how this ability would be accomplished.

Opening an inbound port on a firewall to allow access control software access to the Internet will not be considered an acceptable answer without additional mitigating cyber security controls in place.

18. The City desires a solution where controllers can be connected to a 4G or greater network connection (e.g., CradlePoint or similar solution) and have reasonable latency for credentials to authenticate to the control system. Please address in detail how this ability would be accomplished. Opening an inbound port on a firewall to allow access control software access to the Internet will not be considered an acceptable answer without additional mitigating cyber security controls in place.

19. The system should be easily managed from a central administrator console that is accessible from multiple locations, including locations that may not have network "line of sight" to the access control server. Please address in detail how this ability would be accomplished. Opening an inbound port on a firewall to allow access control software access to the Internet will not be considered an acceptable answer without additional mitigating cyber security controls in place.

20. The system shall have the ability for delegated administrators to lock/unlock doors via an iPhone, preferably with dedicated app, without network line-in-sight. Please address in detail how this ability would be accomplished. Opening an inbound port on a firewall to allow access control software access to the Internet will not be considered an acceptable answer without additional mitigating cyber security controls in place.

21. The City desires a system where a controller shall consume (transmit + receive) less than 1gb of data for a controller that is used 25 times or less in a month. This consumption should include all services required to function, including any overhead.

22. The administrative console shall be able to use an IdP via SAML as an authentication source. It is preferred, but not required, the solution support role based and user provisioning via SCIM.

23. The City desires a system that will be able to detect when an SAMI IdP identity has been disabled and deauthorize all corresponding access control credentials for that identity.

24. The system shall transit all data between controllers and access control solution using TCP/IP communication protocols. All communications between the controllers and access control solution shall be encrypted with TLS 1.2. TLS 1.1 and below will be reviewed on case-by-case basis.

25. The successful candidate will provide a solution that provides capacity to meet the current physical access control needs and allows for non-disruptive scalability for future growth.

26. The City desires a solution that is fault-tolerant, ensures high-availability without necessarily duplicating hardware. The proposal should include any required hardware, software, and licenses to make system fault tolerant to a backend system failure.

27. The system management console should be intuitive and easily interpreted providing a reasonable ease-of-use interface.

28. The system management console should be web based without the need to install additional software, beyond a web browser, to operate.

29. The system shall have the ability for granular control of administration of doors.

30. The system should have the ability to produce reports of user activity, include lock/unlock events, times, locations, door, and credentials.

31. The system shall support the ability to prevent anti-pass back if so desired to be configured.

32. The system shall have the ability to set doors into ADA mode to allow selected credentials additional entry time before a door relocks.

33. The system shall have the ability to schedule actions based upon times or conditions.

For example, unlock selected doors on a date/time schedule, lock all doors based upon a condition.

34. The system shall have the ability for a delegated administrator to grant guests access to select doors for a defined period without the need for guests to be issued physical credentials.

35. The system shall have the ability for multi tenancy. Each tenant administrator shall be able to administer and control a subset of doors. Other tenant administrators will not have the ability to administer doors not under their control.

36. The City desires a solution that will create badge designs, store badges, and will be able to print badges to various HID Fargo printers. The solution should be directly integrated with the credentials stored in the access control system and not be a standalone badge creation solution. The city desires the badge design solution to be multi-tenant capable. NOTE: Please do not include any printers in your proposal. The City will use existing HID Fargo Printers.

37. The system shall maintain all credentials access logs for a minimum of 90 days. The preferred retention period for all access logs is 365 days. It is preferred the system has the ability to ship logs to 3rd party logging system via SNMP, Syslog, API, or other like solution.

38. The system should have the ability to notify, preferably via email/snmp/syslog/api call, if certain user definable actions take place. For example, if a credential is used during a defined schedule or if a REX contact opens with no corresponding credential entry.

39. The system shall support the ability to integrate with enterprise video CCTV systems.

The system shall support more than one CCTV system integration vendor/partner.

Please provide a list of supported CCTV system integrations, including all feature sets. The City has a strong desire to prevent vendor lock in between access control solution and CCTV systems.

40. The proposer shall be fully certified by the vendor to sell, install and maintain in California all system components required.

41. The proposer should have at least three (3) years of experience in designing, selling, installing, and maintaining access control systems.

42. The proposer shall possess all applicable contractor licenses.

43. The solution will meet hardware requirements of National Defense Authorization Act (NDAA) 2019.

44. The solution will meet all SOC 2 compliance for any data that is not stored at a City controlled facility. Please provide a copy of latest SOC 2 compliance attestation or report if any data is not stored at City controlled facility.

45. The solution and installation shall meet all requirements in NFPA 70-2020.
