RESOLUTION NO. 2022-_
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF MERCED, CALIFORNIA,
CONTINUING THE BASE SEWER SERVICE
RATES AND CHARGES UNCHANGED
WHEREAS, the City of Merced ("City") City Council is empowered, pursuant to Merced Municipal Code §15.12.025, to set the base sewer service rates and charges for all users within the City; and,
WHEREAS, the Finance Officer, in consultation with the Director of Public Works, has examined the costs associated with sewer service within the City and determined that an increase in the base sewer service rates is not appropriate at this time; and,
WHEREAS, the COVID-19 pandemic has adversely impacted the local economy, resulting in higher unemployment, among other economic challenges faced by all users of the City's sewer service; and,
WHEREAS, the City has sufficient funds in its Wastewater Operating Fund to conduct the sewer/wastewater operations of the City and the City intends to conduct a sewer rate study in the Spring of 2023; and,
WHEREAS, any proposed rate increases resulting from the sewer rate study will not become effective until ratepayers receive notice and an opportunity to be heard following the Prop 218 process and will be subject to approval by the City Council.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MERCED
DOES HEREBY RESOLVE, DETERMINE, FIND, AND ORDER AS
FOLLOWS:
SECTION 1. The current sewer service rates and charges shall remain in place and unchanged until the City's needs are determined by a new sewer rate study. Any proposed rate increases will be subject to the Prop 218 process and City Council approval.
SECTION 2. The City Clerk shall certify as to the adoption of this Resolution.
