Municipal Code – Chapter 8.30 regulates
Shopping Carts
City Council previously discussed updates
to the ordinance on October 18, 2021
Draft prepared by City Attorney’s Office
Intent
• Protect against health and safety issues which
may occur when shopping carts are abandoned
• May interfere with pedestrian and vehicular
traffic to create a public nuisance
• Accumulation of abandoned shopping carts may
also lead to other issues such as blight and
deterioration of property
Background
• Draft based in part on City of Turlock Ord.
• Updates some requirements as mandatory
not based on issue escalation
• Some simpler business requirements
• Overall concept is very similar to current
ordinance
Proposed Ordinance
• Intended to ensure measures are taken by
owners of the carts to prevent removal from the
owner’s premises and to make removal a
violation of the city’s municipal code
• Relies on an “effective containment program”
and “effective retrieval program”
