Chair HAY called the regular Arts and Culture Advisory Commission meeting to order at 4:01PM.

Arts and Culture Advisory Commission - Adopt a motion approving and filing the Arts and Culture Advisory Commission minutes of September 21, 2023.
A motion was made by Vice Chair Dennis, seconded by Chair Hay, that this agenda item be approved. The motion carried by the following vote:

F.1. SUBJECT: Report on the Condition of Murals Painted on City of Merced Utility Boxes
REPORT IN BRIEF
Staff to provide a report on the condition of murals painted on City of Merced Utility Boxes.
RECOMMENDATION
Information Only.
Senior Management Analyst Jennifer FLACHMAN provided an update on the condition of murals painted on City of Merced's utility boxes.
Commissioners, Ex-Officio Members, and Ms. FLACHMAN discussed the current condition of the utility boxes, materials used, weather conditions, location of the boxes that get more direct sunlight, and maintenance of the utility boxes.
Ms. FLACHMAN stated that she will provide more information and outreach to the artist to fix and maintain the utility boxes and will report back to the commission at the regular meeting scheduled in January.

Considers appointing a subcommittee to review and make
recommendations for the 2023/2024 art project.
Senior Management Analyst Jennifer FLACHMAN briefly spoke on creating a subcommittee for any future 2023/2024 Arts Project for artist selection.
Commissioners and Ex-Officio Members discussed who will be on the subcommittee.
A motion was made by Vice Chair Dennis, seconded by Chair Hay, to appoint Vice Chair Dennis, Commissioners Zaragoza and Tran, and Ex-Officio Member Cuccia to the 2023/2024 Art Project subcommittee. The motion carried by the following vote:

G.1. SUBJECT: Appoint a Subcommittee to Review and Score Submissions for Heartland Grant Project
REPORT IN BRIEF
Subcommittee to review and score artist submissions for seven projects funded by the Heartland Grant.
RECOMMENDATION
Arts and Culture Advisory Commission - Adopt a motion:
A. Appointing a subcommittee to review and score artist submissions for the seven projects funded by the Heartland Grant; and,
B. Setting a Special Meeting date to review scored submissions for recommendation to City Council.
Commissioners and Ex-Officio Members discussed who will be on the subcommittee.

G.2. SUBJECT: Request from Vice Chair Dennis to Review Council Member Boyle's Discussion on Art in Council Districts
REPORT IN BRIEF
Considers reviewing Council Member Boyle's Discussion on Art in Council Districts.
RECOMMENDATION
Information only. Should the Commission want to take further action a separate agenda item will be prepared for consideration and possible action.
Vice Chair DENNIS and Senior Management Analyst Jennifer FLACHMAN discussed Council Member BOYLE'S discussion on Art in Council Districts and the discussion Council had regarding that item.
Ms. FLACHMAN discussed creating a comprehensive list of public spaces for art, having the 2023/2024 Art Project Subcommittee be involved, and using a portion of the funding allocated by Council for art projects in Council districts.
