Commissioner HARRIS called the Regular Meeting to order at 6:01 PM.
B. PLEDGE OF ALLEGIANCE
Commissioner HARRIS led the Pledge of Allegiance to the Flag.

RECOMMENDATION
Adopt a motion approving and filing the Tax Transparency Commission Meeting Minutes of November 14, 2023.

F.1. SUBJECT: Measure C Revenue and Expense Reports - December 31, 2023
RECOMMENDATION
Adopt a motion accepting as information only.
Finance Officer Venus RODRIGUEZ gave a slideshow presentation on the Measure C revenue and expense report of December 31, 2023.
Commissioners, Mrs. RODRIGUEZ, and Deputy City Manager Frank QUINTERO discussed details of the Government Finance Officers Association and potentially turning information only items as action items to make recommendations to Council.
A motion was made by Member Quien, seconded by Member Aldana, to accept this agenda item as information only. The motion carried by the following vote:

RECOMMENDATION

Finance Officer Venus RODRIGUEZ gave a slideshow presentation on the Measure Y revenue and expense report of December 31, 2023.
Commissioners and Mrs. RODRIGUEZ discussed the funding request for mid-year.
Necola ADAMS, Merced - asked who can request from the discretionary funds.
Mrs. RODRIGUEZ discussed the departments who are allowed to use discretionary funds.
A motion was made by Member Kostecky, seconded by Member Aldana, to accept this agenda item as information only. The motion carried by the following vote:
