Chairperson ESPINOSA, called the meeting to order at 1:30 p.m.
1. ROLL CALL
Committee Members Present: Chief Building Official Frazier, Senior Engineer Maddox, and Temporary Director of
Development Services Espinosa
Committee Members Absent: None
Staff Present: Senior Planner Mendoza-Gonzalez, Economic Development Associate Williams
2. MINUTES
M/S Frazier/Espinosa, and carried by unanimous voice vote, to approv e the Minutes of July 25, 2024, as submitted.
3. COMMUNICATIONS
None.
4. ITEMS
4.1 Site Plan Application #552 submitted by Cesar Florencio, for El Taco Poblano, to allow a food truck within the 7 Star Liquor parking lot, located at 1230 Martin Luther King Jr. Way, within a General Commercial (C-G) Zone.
Assistant Planner Livingston reviewed the application.
M/S Frazier /Maddox, and carried by the following vote, to adopt a Categorical Exemption regarding Environmental Review #24- 26, to Site Plan Review Committee Minutes

approve Site Plan Application #552, subject to the Findings and twenty-one (21) conditions set forth in Draft Resolution #552.
AYES: Committee Members Frazier, Maddox, and Chairperson Espinosa
NOES: None
ABSENT: None
4.2 Site Plan Application #5 50 submitted by Cyril Lawrence, property owner, to allow the construction of a 14,000-square-foot sports bike shop (Merced Power Sports) at 219 W. 15th Street, within a General Plan designation of General Commercial (CG) with a zoning classification of General Commercial (C-G)
Assistant Planner Livingston reviewed the application.
M/S Maddox/Frazier, and carried by the following vote , to adopt a Categorical Exemption regarding Environmental Review #24-22, to approve Site Plan Application #550, subject to the Findings and thirty-four (34) conditions set forth in Draft Resolution #550.
