The City Council of the City of Milpitas convened on the Special Council Meeting day of January 7, 2022, via teleconference/Zoom webinar.
CALL MEETING TO ORDER by Mayor and ROLL CALL by City Clerk Mayor Tran called the Special City Council meeting to order at 1:00 PM. Roll Call was taken by City Clerk Wood.
PRESENT: Mayor Tran, Vice Mayor Montano, Councilmembers Chua, Dominguez, and Phan ABSENT: None
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Mayor Tran.
PUBLIC FORUM
Those in the audience via Zoom may address City Council on any subject not on the agenda. Those interested in speaking may do so by following the instructions on page one (1) of the agenda. Comments may be limited to three (3) minutes or less at the Mayor’s discretion. As an item not listed on the agenda, no response is required from City staff or the Council and no action can be taken. The City Council may instruct the City Manager to place the item on a future meeting agenda.
There were no speakers under Public Forum.
ANNOUNCEMENTS
Mayor Tran asked the City Manager to explore finding an outside COVID testing service.
Councilmember Dominguez commented on the testing, thanked city staff for working with the County to provide testing services, and requested support to direct the City Manager to add to the Emergency Operation Center (EOC) the ability to buy and distribute masks to the community.
Councilmember Chua requested that staff share a flyer on social media to inform the community about the COVID testing in Milpitas.
Vice Mayor Montano commented on reinstating the ordinance mandating masks.
ANNOUNCEMENT OF CONFLICT OF INTEREST
City Attorney Diaz asked the Mayor and City Councilmembers if they had any personal conflicts of interest. By roll call, there were no conflicts of interest.
READING OF THE CITY COUNCIL CODE OF CONDUCT
City Attorney Diaz read aloud the City Council Code of Conduct.

Motion carried by the following roll call vote:

AGENDA ITEMS
1. Implicit Bias Training and Diversity & Inclusion Training CPS HR Consulting Instructor Jenine Jenkins conducted the training session.
Council received the training on implicit bias and diversity & inclusion.
ADJOURNMENT
Mayor Tran adjourned the meeting at 4:28 PM.
