Vice Mayor Chua asked for the policy to include that requests from former councilmembers be removed unless a current councilmember wants to advocate for the item.

Councilmember Lien made a motion: to approve the prioritization policy with the caveat of not adding any new items until the next quarterly review by Council.

Mayor Montano advocated for removing requests from former members of the City Council.

Vice Mayor Chua suggested adding a method to the policy to implement high priority initiatives for the Council that will benefit residents immediately, asked to consider adding a 3.5 to the policy where council would be the decision-making body regarding workload, and asked to continue the current method of reporting rather than quarterly reporting. Assistant City Manager Kantak suggested setting aside a fund as part of the budget for items considered high priority by the entire City Council.

Councilmember Lien noted that there is a motion on the floor to approve the Prioritization of Additional Workplan Items City Council Policy, not removing items from former Council from the list, and not adding to the list until the quarterly review in February. Councilmember Phan seconded the motion.

City Attorney Mutalipassi restated the motion: to accept the prioritization policy with the caveat that nothing further will be added to the list until the review in February, and asked if Councilmember Lien would consider adding the following friendly amendments to the motion as proposed by Vice Mayor Chua:
