C5. Authorize the City Manager to Negotiate and Execute an Extension of the Existing Sister Cities Memorandum of Understanding with the City of Dagupan, Philippines (Staff Contact: Matt Cano, Deputy City Manager, 408-586-3012)
Recommendation: Authorize the City Manager to negotiate and execute an extension of the existing Memorandum of Understanding with the City of Dagupan, Philippines for a period of five years with two additional five-year mutual options.
Dear Milpitas City Council,
We request that the following additional item be added to the draft/proposed MOU:
There shall be a Milpitas-Dagupan Sister City Committee to provide community and support services to both cities in undertaking the sister city programs and activities. This Committee shall be composed of the designees from the Dagupan City Association of Northern California (DCANC).
Note: DCANC designees have been undertaking this role since the inception (2003) of this sister city relationship to the present.
Please see attached the full text of DCANC’s requests for these MOU amendments submitted to City Manager Ned Thomas/Asst CM Matt Cano.

Re: Amendments to Memorandum of Understanding: Sister Cities City of Milpitas and Dagupan City
Dear Milpitas City Council,
The Dagupan City Association of Northern California, Inc. (DCANC) was responsible for initiating the sister cities relationship between the City of Milpitas and Dagupan City. The relationship was established when the first MOU was executed on April 15, 2003 (see enclosures 1 and 2). For over two decades, both cities are resolved to provide the requisite effort and commitment to maintain a life-long relationship.
In this regard, we would like to propose two amendments to the current MOU:
1) Remove the expiration date of the sister cities relationship so MOU renewal process would no longer be an administrative burden for both cities. Removing the expiration date does not preclude both cities to cancel the relationship upon sufficient notice by either party.
2) DCANC should be included in the MOU responsible for assisting and coordinating with both cities concerning projects such as the student exchange program. For your information, a permanent committee on sister cities is instituted in the Constitution and Bylaws of DCANC (see enclosure 3).
Dagupan City’s original intent was to have a sister cities relationship of life-long longevity and we look forward to the approval of these proposed amendments. We would appreciate that these should be in the Milpitas City Council’s agenda as soon as possible.
