AGENDA ITEMS
Receive Presentation on Proposed 5-Year 2025-2029 Capital Improvement Program and Provide Feedback to Staff (Staff Contact: Matt Cano, Assistant City Manager, 408-586-3012; and Michael Silveira, Public Works - Engineering Division Manager, 408-586-3303) City Manager Thomas introduced the item. Public Works Engineering Division Manager Silvera and Assistant City Manager Cano presented the report, introducing the purpose of the CIP as a 5-year infrastructure planning and budgeting tool that is updated annually and outlining the presentation agenda and process for gathering council feedback on the proposed plan.
Staff highlighted recent key CIP projects completed across departments: Emergency Operations Center vehicle delivery, ARPA park improvement (phase 1), annual street resurfacing program maintaining a PCI score of 71, Penitencia Creek linear trail and park in Metro area, valley water creek flood protection improvement, citywide traffic safety study completion, gateway welcome signs installation, and wastewater treatment plant improvements, other notable projects.
Staff summarized key projects and milestones anticipated to be completed in 2024-2025 Fiscal Year:
ARPA Park Improvement Phase 2, Street Resurfacing FY24/25 including Great Mall Parkway and Thompson Street, bicycle infrastructure improvements design, Adobe House HVAC replacement, Fire Station 1 modular building replacement, water line replacement design, and various plans/studies such as the Gateway Specific Plan.
Staff presented the 5-year CIP budget breakdown: $243 million consisting of 149 projects, with $165 million in projected available funding, leaving a $58 million funding gap, noting that the first year CIP budget funds 47 projects totaling $36 million, with general funds covering $4.7 million for 11 projects.
They then explained the criteria and process for evaluating project funding requests and prioritizations, including alignment with council priorities, health/safety issues, grants, efficiency gains, legal mandates, staff resourcing, schedules and budget impacts. Given projected budget deficits in later years, staff recommended utilizing some general fund facilities replacement reserves now to start addressing aging city infrastructure needs across buildings, parks, public safety systems and storm drains.
Vice Mayor Chua questioned the prioritization of CIP Parks projects with ARPA funding, highlighting the lack of work on certain parks. Public Works Director Di Renzo and Assistant City Manager Cano discussed the process for contracting to update parks. Vice Mayor Chua questioned if the CDBG funding requests for the roof replacement at the Library and Terrace Gardens and asked about the City's obligation to fund those repairs. Assistant City Manager Cano noted that they would follow up regarding Terrace Gardens. The Vice Mayor also suggested staff look into solar powered street lights on Main Street rather than underground construction. She asked staff to provide an update after conducting the research.
Mayor Montano offered additional comments on solar lighting on Main Street and questioned the delay in updating parks in poor condition. Assistant City Manager Cano noted that the parks in poor condition are part of Phase I due to the need for additional design work.
Councilmember Barbadillo questioned how money is allocated between the General Fund and CIP.
Councilmember Lien asked for clarification on notable projects including bicycle lane improvements and the 237 HOV Lane Improvements.
Mayor Montano questioned staff on grant opportunities to fund projects. She also spoke on street quality and asked what it would take to improve City street quality from a PCI of 71 to 80, and asked for February 22, 2024 Milpitas City Council Minutes Page 2
