Councilmember Chua expressed concerns with the tagline, stating it was too vague and required explanation. She suggested a more action-oriented tagline such as, "Milpitas Innovation District: Where Ideas Become Reality," emphasizing that taglines should be self-explanatory and original.

Councilmember Chua requested an original logo and tagline be developed and asked for community engagement regarding logo development. Consultant Ross Martinez from the Navajo Company responded that "reimagine" was intended to invite developers and investors to envision the district's future, although taglines could evolve over time.

Mayor Montano spoke in support of the concept of the Logo Mark 1 but noted it resembled existing designs and raised potential originality and intellectual property concerns. Mayor Montano expressed support for Logo Mark 3. She proposed a new tagline, "Great Ideas Come from Great Minds," emphasizing the need for simplicity and clarity. Economic Development Director Andrade asked if the March 18, 2025 Milpitas City Council Minutes Page 4
Council preferred to proceed with refining the current options or starting over, to which the Mayor replied that improvements were needed for both the logo and tagline.

Vice Mayor Barbadillo raised a broader concern about whether the timing was appropriate to develop branding for the district, given that much of the area was still under development. He requested a visual representation of the 74-acre district to better understand its commercial-to-residential ratio.

Director Andrade provided an overview of the area, explaining the recent rezoning to Business Park Research and Development and the potential value that branding could create. The Vice Mayor also suggested involving existing businesses in the area early on to ensure alignment with the branding effort, rather than imposing it on them later.

Continuing his comments, Vice Mayor Barbadillo proposed a community engagement approach by having high school students participate in a contest to create the logo and tagline. He suggested local involvement would generate more meaningful branding, emphasizing a grassroots approach that could organically spread the district's message. Director Andrade acknowledged the suggestion and mentioned that Economic Development and Trade Commission student member had provided feedback but agreed that further community outreach could be pursued.

Councilmember Lam voiced concerns with Logo Mark 1, suggesting it lacked originality. He emphasized the importance of developing something unique that would effectively communicate the city's brand
Mayor Montano concluded the discussion by instructing staff to refine both the logo and tagline and return with more options for the Council to review. The Council's consensus was to incorporate community input and explore additional design possibilities before approving the branding proposal.
